According to the indictment, 12 Cuban men and women "They obtained payments in exchange for marrying non-Cuban foreigners so that they could receive permanent residency in the United States."

The three Cubans detained in Miami were identified as Yuly César Pérez-Sale, 49 years old; Dagnay Rivera Núñez, 39, and Francisco Castellanos Arjona, 46.

Fictitious marriages between Americans and undocumented immigrants are relatively common practices in the country. Some undocumented immigrants agree to pay high amounts to Americans or permanent residents in this country in order to obtain legal residence by this means.

The participation of Cubans in these crimes is usually higher because the Cuban Adjustment Law establishes that The spouse of a Cuban can obtain permanent residence after one year and not conditionally.

This policy implies, for its part, a certain preferential treatment of Cubans compared to other foreigners, who, by marrying an American or legal resident, on the contrary, obtain a conditional residence for two years and then, if the relationship continues, the residence can become permanent.

In 2016, two cases of fraudulent marriages in which immigrants of Cuban origin were involved.
