In May, a new registration process for Vehicles Assembled by Parts (VAP) will begin in Cuba, designed by the government to legalize mopeds, motorcycles, tricycles and light trailers assembled by parts and pieces that have not been registered.
The first step is a census which sets the phases of the process and defines the responsibilities of vehicle owners.
According to the Minister of Transportation, Eduardo Rodríguez Dávila, the census will be carried out on the website vap.transnet.cu - still inactive - which must be accessed by those who request it and which will be enabled only for 30 calendar days.
The website will be linked to the citizen's unique file, who will register with their identity card. On the interface there will be the vehicle request form, where your data and two phone numbers of the owner will be included to notify you of the technical inspection.
"The census allows the registration of one motor vehicle for each applicant. A trailer or semi-trailer may be included in the census additionally or independently," states the note published in Facebook.
Registration will conclude with the issuance of a unique file number by the website that will be used throughout the process.
"Once the census period has expired, the website is closed and will not be able to receive new registrations or make modifications. It will only be enabled to make inquiries about the procedures to be carried out," the information details.
The next two stages are related to the technical inspection of the car.
Rodríguez Dávila warned that To be entitled to the technical inspection, the car must match the photo shown in the censusIf not, the entire process is invalidated.
Vehicles that are declared Unfit may undergo a new technical inspection within 15 days following the first one. There will only be two opportunities to be approved.
The senior official stressed that registration on the website enabled for the dynamic test is not an official registration and that "everyone must register again."
The means of transport that are declared Suitable will receive a certificate that authorizes them to circulate and be registered in the Vehicle Registry offices of the Ministry of the Interior, where they will obtain their license plate.
In March 2022, the government announced that would incorporate more than 100 thousand vehicles assembled in parts or transformed to the vehicle fleet circulating in the country, which attempts to alleviate the serious crisis in the sector.
He homologation process began on September 6, 2021, at a time when official figures reported more than 40 thousand vehicles of this type on the Island, the majority in rural or difficult-to-access areas.
These handcrafted mopeds, motorcycles, tricycles and trailers are a palliative to the continuous transportation crisis that Cuba has been going through for decades.
On the other hand, there are many accidents involving cars and motorcycles that Cubans keep running thanks to their ingenuity, but which do not offer safety guarantees, even if they relieve and resolve the situation for their owners, given the inefficiency of a government unable to solve the transportation crisis.
