A Cuban is imprisoned in Bolivia for running over two dogs and fleeing the scene.

Bolivian justice has imprisoned a Cuban citizen accused of biocide after running over and killing two dogs in the municipality of La Guardia, Santa Cruz, and then fleeing the scene.

The man, identified as Yulieski González Hernández, will have to spend 90 days in preventive detention at the Palmasola prison for this incident, which occurred while he was driving a truck belonging to a passenger collective transport association, reported the local newspaper El Día.

González bent down for a second to pick up his cell phone while driving and ran over the two dogs that were lying in the street, according to his statement during the hearing.

The owner of the dogs reported to the authorities and said that the Cuban threatened her to withdraw it.

The prosecutor of the case, Yhamir Funnes, confirmed the judge's decision and explained that the measure is based on compelling evidence presented by the Public Ministry.

"The judicial authority has determined the exceptional measure of preventive detention against this Cuban citizen who has taken the lives of two animals for a period of 90 days. He was charged with the crime of biocide," Funnes stated.

Security cameras that captured the incident clearly show how, despite the street being clear, the vehicle ran over the dogs that were lying near the sidewalk of a house.

"A fundamental element has been presented which has not received any observations from the jurisdictional authority. This element is the unfolding of the videos from the security cameras of the owner of these little animals, where the images clearly show how this Cuban citizen passed over these puppies," the prosecutor stated.

The owner of the dogs stated that González approached her to intimidate her and ask her to withdraw the complaint against him.

The law 700 of "Defense of Animals against Acts of Cruelty and Mistreatment" establishes penalties of two to five years for biocide.

The collective taxi line where the accused worked reported that he was expelled for this unlawful act and apologized to the public for what happened.
