At this point in November, the authorities in Havana have yet to announce whether there will be carnivals, following events that have upended the lives of its residents.
Although in October the state press announced with much fanfare the celebration of the event in the historic center of Old Havana, the situation has worsened with the passage of Hurricane Rafael and the worsening of the energy crisis.
Six days after the hurricane passed, which left widespread devastation, there are still areas in the city that remain without electricity.
According to a post by the Electric Company on Facebook, 91.45% of customers currently have power, and efforts are ongoing to restore service to all circuits.
Moreover, the entire country has experienced two widespread power outages lasting several days.
Despite this, there has been no official statement regarding whether the carnivals will take place or be canceled, a measure the regime has implemented on previous occasions.
On the date the carnivals were announced, the Electric Union implemented several measures due to the energy emergency and suspended all non-essential services that incur energy costs, including cultural activities in both the state and non-state sectors.
Just four days later, the Ministry of Energy and Mines reported the complete disconnection of the National Electroenergetic System (SEN), resulting in a total blackout, after the Guiteras thermal power plant went offline. It took four days to achieve synchronization of the SEN following the collapse.
In 2022, the government announced the suspension of festivities due to the "energy and transportation contingency" in the country.
