He Cuban regime will prevent citizens who have debts from leaving the country with the National Tax Administration Office (ONAT).
The entity signed an agreement with the Directorate of Identification, Immigration and Immigration (DIIE) of the Ministry of the Interior to prohibit debtor taxpayers from going abroad until they settle their debts with the State.
Judith Navarro Ricardo, head of the collection department of the ONAT Collection Directorate, explained in the web of the Office that after signing said agreement in 2022, it was decided to regulate natural person taxpayers with "significant" debts.
Since the measure began to be applied Around 600 taxpayers have been regulated.
According to the directive, the measure consists of prohibiting debtors who intend to travel from leaving, or issuing an entry notice for those who did so before their debt was determined and the regulation was notified.
Regarding the amount of the debt for which the person is deprived of their right to go abroad, Navarro Ricardo specified that it may vary depending on the agreement reached between the ONAT and the DIIE.
The official stressed that this agreement is protected by Law No. 113 of the Tax System, which empowers the ONAT to impose sanctions on taxpayers who do not comply with the payment of their taxes, which range from surcharges and fines, to other non-pecuniary ones such as the seizure of bank accounts, the closure of establishments and the withdrawal of tax incentives.
If the person continues not to pay their debt, the Office can charge them with the crime of tax evasion, which includes penalties of fines and deprivation of liberty.
This year, the Cuban regime increased taxes via contribution to Social Security and on personal income to State workers and those paid to the ONAT.
The government argued that it was necessary to update the tax brackets to achieve "greater correspondence with the economic capacity of taxpayers and application of tax principles of justice, equity and progressivity", in contrast to the criteria of various experts, who ask that the system be reformed. tax system to a more efficient model.
The ONAT closed 2022 with more than one billion pesos in taxpayer debts.
According to Mary Blanca Ortega Barredo, head of the entity, although the authorities' attention is constantly drawn to where and what the main non-compliances are, the tax debts, some of them aging, remain unpaid.
The board called to continue working to generate greater income and make it easier for the population to pay taxes.
He specified that the municipal offices of the ONAT work together with local administrations to provide the necessary information to government authorities on income management.
