Neighbors of a building in Diez de Octubre, Havana, have been waiting since 2019 for the installation of the water tanks that damaged the passage of a tornado through the Cuban capital.

Marta Chaviano, resident in Goicuría, between Milagros and Libertad, wrote to the section Acknowledgment of receipt, from the newspaper Rebel Youth, to complain about the lack of institutional response to the victims.

Although the tornado passed in 2019 It was not until 2021 that the Havana authorities approved the delivery of the tanks for the building, with the condition that the transportation and installation would be the responsibility of the neighbors.

They accepted, despite the fact that the restrictions imposed by the coronavirus pandemic and the change that the implementation of the Ordering Task represented for the lives of Cubans remained in force.

In May of this year, an inspector from Aguas de La Habana visited the residents of the building after receiving several complaints.

The official notified them that although they undertook the installations of most of the replaced tanks, they should go to the Municipal Housing Directorate, the entity in charge of planning with the Local Administration Construction Company (ECAL) the execution of the hydraulic installation.

Chaviano also reported that the building's old tanks have leaks, the cistern is contaminated, the connection stopcock is broken, among other problems.

"Where is the help that we expect and should have as Cuban citizens affected by the January 2019 tornado? What health and quality of life do we have?" the woman asked on behalf of her neighbors.

Mariyorkis Medina Merencio, head of the Customer Service Department of Aguas de La Habana, responded through a letter that it was not the responsibility of that company to undertake the installation of the tanks.

The official justified that the works carried out after the tornado passed "was a shock task" to support the ECAL.

Chaviano, representing the neighbors, again rejected Aguas de La Habana's proposal to begin the process with the Municipal Housing Directorate, alleging that the majority are elderly, sick, vulnerable and without economic resources.

"Could it be that you can't help us have a little quality of life? I am a single woman with cancer. And I'm not going to stop until someone takes care of us and helps us," the woman told the Aguas de La Habana representative.

The journalist José Alejandro Rodríguez, in charge of the column Acknowledgment of receipt He regretted that neither the Municipal Housing Directorate nor the ECAL have commented on the matter.

"And hasn't the municipal government of Diez de Octubre been able to mediate this problem by exercising its authority?" he concluded.
