Scandal over nearly empty BoA flights to Cuba: Millions lost and six former officials under investigation

The Bolivian government reported on Tuesday an economic damage of 18.4 million bolivianos to the state airline Boliviana de Aviación (BoA) due to the operation of the Santa Cruz–Havana route, which was opened in October 2023 under the government of Luis Arce without a technical profitability study. It announced that six former officials are facing criminal charges over the scandal.

El viceministro de Transparencia, Yamil García, reveló que la ruta fue habilitada por razones ideológicas, ignorando las recomendaciones del propio directorio de BoA de realizar primero un análisis de viabilidad, según informó The Voice of Tarija.

The internal document that was meant to technically justify the opening was replaced by a political justification. The airline's manager at the time issued a report stating that the "start of operations is planned in accordance with President Arce's commitment," even though the feasibility study recommended prioritizing routes such as Córdoba or Bogotá.

Las cifras de ocupación revelan la magnitud del despilfarro. Un Boeing 737-800 con capacidad para 168 pasajeros voló el 30 de noviembre de 2023 con solo 17 personas a bordo, el 22 de febrero de 2024 con 22, y el 19 de septiembre de 2024 con apenas 11, dejando más de 150 asientos vacíos en cada trayecto. Esto se suma a que la aerolínea había acumulado more than 2.5 million dollars in routes to Cuba and Venezuela según denuncias previas.

Entre las irregularidades detectadas destaca que BoA llevaba el dinero en efectivo hasta La Habana, una práctica que forma parte de la investigación penal abierta contra los seis exfuncionarios implicados, de acuerdo con información de RedUno. Cabe recordar que la the route had been suspended in July 2024 tras acumularse las pérdidas.

BoA has endured years of losses and accusations of mismanagement. While the government defends its foreign policy, the opposition demands audits and accountability for the use of public resources on routes that, according to the data, never had sufficient demand.
