
The Council of State of Cuba agreed to relieve Vilma Zamora Hernández from her position as President of the Provincial Electoral Council of Artemisa and to appoint Juan Permuy Felipa in her place, according to the , issued on July 22 and published this Friday in the .
The document, signed by Juan Esteban Lazo Hernández, president of the National Assembly of People's Power and the Council of State, takes up pages two and three of that edition of the Official Gazette.
The first article of the agreement stipulates Zamora's departure from the position "for renewal," while the second establishes the appointment of Permuy as the new president of the territorial electoral body.
The proposal from both movements was presented by Alina Balseiro Gutiérrez, president of the National Electoral Council, under Article 37, section b), of Law 127 of 2019, known as the Electoral Law.
The Council of State based its decision on Article 122, section k), of the Constitution of the Republic, which grants it the authority to appoint and release the presidents of the Provincial Electoral Councils.
It also invoked Article 44.2 of the 2019 Electoral Law and the Organic Regulations of the National Electoral Council, approved by Agreement 28 of the State Council in February 2020.
The replacement is part of a renewal mechanism previously used by Cuban authorities. In 2025, the presidencies of the Provincial Electoral Councils of Holguín, Cienfuegos, and Villa Clara were modified through agreements from the State Council published in the Official Gazette.
The agreement also stipulates that the decision be communicated to the president of the National Electoral Council, to the interested parties, and to the relevant individuals and legal entities.
The Official Gazette No. 68 Ordinary of 2026 includes two additional agreements from the Council of State. Agreement 626-X condemns a report from the United States Department of State regarding Cuban influence abroad, while Agreement 627-X pertains to the accreditation of an ambassador in Kyrgyzstan.
The change in Artemisa occurs after the Cuban regime postponed the municipal delegate elections, originally scheduled for next November.
The decision involved repealing Law 183 and moving the general electoral process to 2027, in accordance with the constitutional mandate of five years.
