The Ministry of Agriculture (MINAG) approved the , which establishes the Regulations of Decree-Law 127 "On Veterinary Medicine," published this Wednesday in the No. 75 Ordinary of 2026.
The regulation, issued on August 25, 2026, establishes the general provisions regarding animal health and is mandatory for all individuals and legal entities, both domestic and foreign, involved in or connected to any activity related to animal health throughout the national territory.
According to Article 1 of the regulation, its objective is "to establish the general provisions related to animal health, for the compliance with standards concerning the prevention, assessment, reduction, and elimination of risks that threaten, directly or through the environment, the health and well-being of animals and their impact on that of humans."
Article 3 specifies that veterinary medicine services "include the prevention of zoonotic diseases and optimal conditions for both animal products and raw materials of animal origin intended for human consumption, in coordination with the Ministry of Public Health."
The National Center for Animal Health is recognized as the competent authority in this matter for the entire chain of animals, including aquatic ones, and their products intended for export and import.
The general director of that center will have the authority to exercise sanitary-veterinary regulation, lead state control in provincial and municipal departments of animal health, and oversee the network of laboratories in the sector.
The regulation also establishes institutional coordination with various organizations, including the Ministry of Public Health for border control and the authorization of imports and exports of animal-origin foods.
It also involves the Ministry of Science, Technology, and the Environment for the protection of protected species; the Ministry of Finance and Prices for the notification mechanism regarding violations; the General Customs of the Republic for the attention of veterinary inspectors; and the National Civil Defense Headquarters in matters of disaster risk reduction.
Resolution 165/2026 updates and replaces the , which was the regulation of the previous Decree-Law 137 "On Veterinary Medicine," issued in November 2020.
The text of the regulation itself justifies the update by referencing "the Economic and Social Transformations approved, among which are those aimed at stimulating agricultural recovery."
La Gaceta No. 75, published on September 9, is a comprehensive regulatory edition: it contains a total of 19 norms, including the , several decrees from the Council of State, and other resolutions from the MINAG regarding agricultural commercialization, plant health, and the slaughter of cattle.
