The Ministry of Culture of Cuba approved the , which establishes the new Regulation of the Artist Evaluation System, a standard that sets the rules for the professional accreditation of those working in music, performing arts, and audiovisual fields.
The regulation was issued on September 9 and published on September 18 in the , on pages 163 to 170.
The resolution responds to an express mandate from Law 189 "Labor Code," approved on July 30, 2026, whose Second Final Provision establishes that the evaluation of workers in the artistic branch must be approved by the Minister of Culture.
Upon coming into effect, Resolution 45 of June 16, 2014, which had regulated this matter for over a decade, will be repealed.
According to the text of the regulation, "artistic evaluation is the assessment of the results of artistic work, the accreditation of which is mandatory to work professionally in the artistic field, except for the exceptions established by current labor legislation for this sector."
Through the evaluation process, two documents are issued: the Evaluation Certificate and the Professionalism Endorsement.
The evaluation can be individual or collective, and both systematic and periodic, taking into account four indicators: general and technical-professional preparation, practical and specific knowledge, artistic results of the work, and artistic career.
The regulation distinguishes between subsidized artists—who receive a salary from the state budget based on their accredited performance level—and non-subsidized artists, whose income comes from the earnings generated by the commercialization of their performances.
The following are subject to the regulations: artists and artistic units in music, performing arts, and audiovisual; agencies and centers subordinate to MINCULT, the Empresa de Grabaciones y Ediciones Musicales (EGREM), the commercial company ARTEX S.A., provincial centers and councils for music and performing arts, marketing companies, and other entities authorized to hire artists.
Artists who are not graduates of the artistic education system but are in the process of professionalization in the sector are also included.
The methodological rectorate of the evaluation falls on the Cuban Institutes of Music, the Arts and Cinematographic Industry (ICAIC), the National Council of Performing Arts, and the Institute of Information and Social Communication (ICS), whose presidents are empowered to develop methodologies by specialty, appoint evaluation panels, and address appeals against their decisions.
Resolution 29/2026 is part of a package of three regulations from MINCULT published in the same Official Gazette No. 78: the , regarding contractual modalities and compensation for artistic workers, and , concerning the hiring and marketing of artistic performances in music and the performing arts.
The three resolutions were issued on the same day and will come into effect seven days after their publication in the Official Gazette.
