The European Union approved on Monday, October 12, the inclusion of 1,569 individuals and entities from the Russian military-industrial complex to its sanctions list for the war against Ukraine. The package includes 826 Russian companies and 743 executives from those companies. According to the EU Council, this is the largest addition of sanctioned individuals agreed upon by the bloc in a single decision to date.
The measure focuses on suppliers of components for missiles, drones, and military aircraft. The head of European diplomacy, Kaja Kallas, stated that more than half of the new designations impact the production chain of the ballistic missiles used by Russia in its attacks against Ukraine.
Suppliers of components for weapons
According to the press release from the Council of the European Union, the sanctioned companies provide essential components to the Russian military industry. The listed products include semiconductors, microcircuits, computers, radars, antennas, communication equipment, and navigation systems. The Council also mentions components for aviation and missile systems, as well as explosives and ammunition.
The European institution estimates that the suppliers included in this expansion have a combined annual revenue of at least 20 billion euros and employ over 250,000 people.
Freezing of assets and travel ban to the EU
Companies and individuals included on the list are subject to the freezing of their assets under EU jurisdiction. It is also prohibited to provide funds or economic resources to them, directly or indirectly. Additionally, for sanctioned individuals, a ban on entry or transit through the territory of the European Union applies.
The decision responds to the call from the European Council on June 18 and 19, 2026, to intensify pressure on Moscow for its military offensive against Ukraine and attacks on civilian infrastructure.
With these additions, the EU's sanctions regime for actions that threaten the territorial integrity, sovereignty, and independence of Ukraine approaches 4,600 individuals and entities sanctioned, according to the Council.
