The president Miguel Díaz-Canel took advantage of the 15th anniversary of the School of State and Government Cadres (Esceg) to publish this Saturday a congratulatory message on his X account in which he called for the improvement of "methods and styles of leadership" in light of the "current situation in Cuba."

The institution, founded on October 18, 2011, is celebrating fifteen years of training leaders in public administration and the Cuban business system, with over 15,000 graduates as of January 2024.

In his statement, the Cuban president addressed the faculty, staff, and students of the school: "In the current situation in Cuba, the mission of perfecting management methods and styles is increasingly necessary," he emphasized.

The public response in the comments was emphatic. One user captured the sentiment of many: "The people do not feed on training speeches. If officials learn more techniques but life remains the same, that's not modernization; it's bureaucracy with a new diploma."

Another internet user was even more direct and demanded that the president direct his congratulations to those who need it most: "Better congratulate the people of Unión de Reyes who have been without power and water for 65 hours, enduring silently; we deserve congratulations."

A third voice demanded bluntly the end of Díaz-Canel's mandate: "You have to stop leading that suffering people, give the opportunity to others who think differently, you did not know how to lead, the people are in total misery, stop governing."

The contrast between the official discourse and everyday reality is not new. The regime has been insisting for years on the formation of cadres as a strategy for political continuity, while the economic, energy, and social crisis deepens without concrete solutions.

The authorities have acknowledged their limitations in this area. The Committees for the Defense of the Revolution admitted in April 2025 a shortage of personnel due to the growing lack of public interest, while the Communist Party carried out a broad shakeup of dismissals in Guantánamo in May, using the phrase "liberation for renewal," without explaining the real reasons.

Esceg organized the first International Convention on Innovation and Leadership in Public and Business Administration 2026 from October 12 to 16, as part of the events celebrating its anniversary.

Díaz-Canel has repeatedly urged Cuban leaders to uphold high ethical standards and to implement more effective management methods, yet this has not resulted in tangible improvements for a population facing shortages of food, water, and medicine, along with a continuous wave of mass emigration.
