Spain allocates 180 million for affordable housing: which are the five benefiting communities?

The Government of Spain approved funding of 180 million euros to promote affordable and social rental housing in five autonomous communities, through actions that cover 317 municipalities where areas designated as having tense residential markets exist.

The measure was approved by the Council of Ministers last Tuesday, through a royal decree that regulates the direct granting of subsidies to regional administrations, according to the official reference published by the Spanish Government.

The resources will be distributed among Catalonia, the Basque Country, Navarre, Asturias, and Galicia, with the government's objective of increasing the availability of affordable housing and contributing to reducing rental prices in areas where access to housing is under particularly high pressure.

However, this is not a financial aid that tenants can apply for directly. The recipients of these grants are the autonomous communities, which may use the funds for various actions related to housing.

The decision may be of interest to Cuban families residing in Spain, especially those who rent in any of the included areas, although the agreement does not establish a specific provision for immigrants nor guarantees individual access to housing.

According to the breakdown published by the Spanish government, the planned territorial distribution is as follows:

  • Catalonia: approximately 119.4 million euros, allocated to initiatives across 271 municipalities.
  • Basque Country (Euskadi): around 31 million euros, corresponding to 18 municipalities.
  • Navarra: approximately 13.3 million euros, for 21 municipalities.
  • Galicia: approximately 10.2 million euros, for A Coruña and Santiago de Compostela.
  • Asturias: around 5.9 million euros, corresponding to five municipalities.

Catalonia concentrates the majority of the announced funding and also the largest number of municipalities included in the measure, with 271 out of the 317 within the program's territorial scope.

The grants will allow for the promotion of new housing and the rehabilitation of existing properties to be allocated for affordable or social rental, regardless of the classification and ownership of the land, according to the conditions set for the actions.

They can also be allocated to alternative housing solutions aimed at expanding affordable accommodation options.

Another option considered is the acquisition of land capable of developing housing, as well as the urbanization and preparation of land intended for residential use.

Autonomous administrations or the public entities associated with them that have housing responsibilities will also be able to use these resources to purchase properties that will subsequently be added to the social or affordable rental market.

The royal decree also includes coverage for unpaid rents related to housing lease contracts, a measure distinct from granting direct and generalized assistance for paying rent.

Therefore, the 180 million euros will not be exclusively allocated to the construction of new buildings. The funding may be distributed among rehabilitation, the acquisition of housing and land, urban development, and other expressly contemplated mechanisms.

An important clarification is that the 317 municipalities correspond to the territorial scope of the five communities that have areas of tense residential market.

Tense residential market areas are regions recognized under the procedures established in Spanish housing legislation, where there are specific difficulties in accessing a permanent residence under financially manageable conditions.

The declaration of these areas and the approved funding are two different instruments: the former identifies specific residential markets under pressure, while the latter provides resources to administrations to develop housing initiatives.

For Cubans residing in Spain, the most important practical information is that no individual application process has been opened as a direct result of this announcement.

The official statement also does not identify personal access requirements for future housing, income limits for potential beneficiaries, necessary documentation, registration deadlines, or allocation procedures.

Consequently, it would be premature to assert that a person will be able to obtain housing simply by residing in one of the included municipalities or by meeting certain economic conditions.

Effective access will depend on the projects developed by the relevant administrations and the conditions established for each program or call, once that information becomes available.

The financing of 180 million euros is part of the measures adopted in the Council of Ministers meeting on Tuesday, where another program distinct from 45 million euros for university accommodations was also approved.
