In the month of September, the Havana authorities have imposed 15,617 fines on Cuban citizens who failed to comply with Decree No. 14 of the Council of Ministers, which establishes the measures issued to prevent the spread of the new coronavirus.

The document, valid since September 1 and without a deadline, authorizes the police and state inspectors to impose fines of up to 3 thousand pesos on all those who violate the instructions given, including holding parties, staying in public places. without reason and not wearing the mask, among others.
Grisel de la Nuez, director of Finance and Prices in Havana, assured that 61% of the fines have been collected and that the municipalities with the most delays in payment are Old Havana and La Lisa.
For their part, the authorities of the different municipalities explained that some sanctions have been commuted "due to the characteristics of those fined."
Decree 14 of 2020, signed by Prime Minister Manuel Marrero, has generated a lot of dissatisfaction among the capital's population because they consider that the police and inspectors who impose them are extremists and do not allow citizens to defend themselves.
