Conditions of deterioration in the weather are beginning to be recorded in the City of Baracoa with the first arrival of rain and wind.
Hurricane Oscar is approaching eastern Cuba with tropical storm winds that could reach between 101 and 119 km/h, according to the latest report from the National Hurricane Center. These winds are expected to begin affecting the region this Sunday afternoon, around 2 p.m., intensifying until the night and early morning of Monday.
The provinces of Guantánamo, Santiago de Cuba, and the eastern parts of Holguín are the areas most vulnerable to this meteorological event. It is expected that municipalities such as San Antonio del Sur, Caimanera, Contramaestre, Palma Soriano, Mayarí, Antilla, and the coastal areas around Guardalavaca will experience the most intense conditions.
Hurricane Oscar will bring strong winds and heavy rains. The first rains are already being felt in some areas of eastern Cuba, especially in Guantánamo and Santiago de Cuba. Tropical storm winds are expected to reach Guantánamo starting Sunday at 2 p.m., extending to Santiago de Cuba and Holguín by around 8 p.m. During the early hours of Monday, conditions could worsen in the eastern provinces, with wind gusts exceeding 113 km/h.
According to thelatest report from the National Hurricane Center(NHC):
- Hurricane Oscar remains at intensity as it moves toward the west-southwest. It is expected to make landfall in Cuba this afternoon along the northern coast of the provinces of Guantánamo and Holguín.
- At 11:00 AM EDT (15:00 UTC), the center of the hurricane was located near latitude 20.7 North and longitude 73.9 West, approximately 145 km northeast of Guantánamo, Cuba.
- Oscar has maximum sustained winds of 130 km/h and is moving west-southwest at 11 km/h.
- Oscar is forecasted to reach the northeastern coast of Cuba this afternoon or evening, maintaining hurricane strength. After making landfall, a gradual weakening is expected, although it could still be a tropical storm north of Cuba on Monday.

The NHC has issued the following alerts:
- Hurricane warning: For the northern coast of the provinces of Holguín and Guantánamo, up to Punta Maisí.
- Hurricane watch: For the northern coast of the province of Las Tunas.
- Tropical storm warning: For the southern coast of Guantánamo and the northern coast of Las Tunas.
- Tropical storm watch: For the northern coast of the province of Camagüey and the central Bahamas.
Rain accumulations of between 10 and 25 centimeters are expected, with isolated amounts of up to 30 centimeters in eastern Cuba, which could cause significant flooding. The rains associated with Hurricane Oscar may lead to local flooding, especially in low-lying areas near rivers and coasts.
The impact of Oscar will be particularly significant in the coastal region of eastern Cuba. Areas near Gibara, Guardalavaca, and Mayarí could experience dangerous wind conditions and elevated waves, with possible coastal flooding.
Hurricane Oscar formed as a tropical storm on October 19, 2024, threatening eastern Cuba. The lack of electricity due to a massive blackout hindered the dissemination of crucial information about the storm.
That same day, the Cuban Meteorology Institute issued the first alert for the formation of tropical storm Oscar, highlighting its danger to the eastern region of the island, especially Holguín and Guantánamo.
Later, on October 19, Oscar rapidly intensified into a hurricane with winds of 130 km/h, threatening Cuba's northern coast.
On October 20, the authorities declared the informational phase for the provinces from Camagüey to Guantánamo due to the proximity of Hurricane Oscar, which was expected to make landfall in Holguín.
On that same day, Oscar was dangerously approaching the eastern provinces of Cuba, with a possible landfall in Guantánamo and Holguín, as alert measures intensified.
