Starting at 5:00 p.m. on Tuesday, the General Staff of Civil Defense of Cuba decided to establish a state of alert for the provinces of Villa Clara, Cienfuegos, and Sancti Spíritus due to the possibility of being directly affected by Tropical Storm Rafael, which is expected to intensify and become a hurricane in the coming hours.
The informative note number three, published on the social network X, indicates that during the morning of this Tuesday, Tropical Storm Rafael has exhibited better organization, although it has not experienced a significant change in its intensity.
He pointed out that the phenomenon has shifted in the last few hours towards the northwest at a speed of 20 kilometers per hour.
Rain, showers, and thunderstorms have increased in the eastern and central regions, with rainfall that could be strong and intense in certain areas. These conditions are expected to gradually spread to the western and central parts of Cuba during the afternoon and evening today.
The provinces that remain in the Informative Phase must continue to closely monitor weather conditions and, based on the specific situation of each territory, take the necessary measures to protect individuals and resources.
The public must stay informed through national, provincial, and municipal media, as well as official social media profiles, and closely follow the instructions from local authorities and Civil Defense.
The National Civil Defense General Staff, along with the Meteorology and Hydraulic Resources Institutes, continues to closely monitor the development of this cyclonic system to ensure the prompt adoption of additional measures if necessary, the statement noted.
As of 3:00 p.m. this Monday, the Civil Defense General Staff of Cuba decided to establish an alert phase for the provinces of Matanzas, Mayabeque, Havana, Artemisa, Pinar del Río, and the special municipality of Isla de la Juventud, due to the possibility of being directly affected by the hydrometeorological phenomenon.
The National Hurricane Center (NHC) announced in its ninth bulletin that Tropical Storm Rafael has intensified and is expected to become a hurricane as it approaches or passes over the Cayman Islands in the next 12 hours.
The NHC stated on the social network X that damaging hurricane winds, dangerous storm surges, and destructive waves are expected in the region.
Cuban leader Miguel Díaz-Canel asserted this Tuesday that the country is "prepared and organized" to face this new danger, a statement that contrasts sharply with the harsh reality of governmental management during the recent crisis.
