The Cuban Prime Minister Manuel Marrero Cruz warned leaders that the situation this year will be very challenging and urged them to seek solutions to problems "from a revolutionary position."
In a meeting with the governors and the mayor of the special municipality Isla de la Juventud, Marrero urged the officials to work on overcoming deficiencies, even if they are not adequately prepared.
"The battle that lies ahead is tough. We must face it with renewed vigor, but with leaders who may lack certain knowledge or experience, as long as they have the willingness to move forward, listen to the people, and seek alternative solutions from a revolutionary standpoint," he asserted.
According to Granma, the goal of the meeting was to ensure that the development strategies of the territories align with the government's "famous" projections to correct distortions and revitalize the economy.
One of the main problems is the disconnect that exists between the interests of the provinces and municipalities and the directives of the central government.
"We have not succeeded in making them truly become a working tool that guides us on our path," he expressed.
"It cannot be that daily work is characterized by improvisation, which leads us to stop doing what we were created for, and we know that this is quite common," he emphasized.
Marrero, who has acknowledged that the plan to correct the distortions and revitalize the economy has not achieved the expected results, is now seeking to shift responsibility to local leaders.
In October, during a meeting with executives undergoing training, he urged them about the "responsibility of the leaders" in implementing the government's projections and emphasized the need to strengthen their management.
Days earlier, during the meeting of the Council of Ministers, hecalled for more "focus" from the leaders and emphasized the "responsibility" of local officials in the process.
"We must focus, in light of so many objective difficulties, on addressing the subjective problems," he added that "there is a lot of shoddiness and many issues that do depend on us, and that we are not tackling them due to a lack of accountability."
