The Cuban regime aims to develop a "sovereign" artificial intelligence



The island launches its first artificial intelligence consortium in an attempt to create a "sovereign AI," even though the country remains technologically lagging and lacks modern infrastructure.

The Cuban regime announced on Monday the creation of the country's first Artificial Intelligence (AI) Consortium, an organization that will bring together 22 founding members from universities, state institutions, and technology companies.

The project, presented at the inaugural session of the Havana International Fair (FIHAV) 2025, aims to strengthen national cooperation in the field of innovation and advance towards a purported greater "digital sovereignty."

According to Prensa Latina, the initiative was presented by Rafael Luis Torralba, president of the Scientific and Technological Park of Havana, who explained that the consortium was established through coordination between the Ministry of Communications and various public and private entities.

Torralba stated that the main objective is to integrate the efforts currently being developed in isolation in Cuba and to create a collaborative network for sharing knowledge, projects, and technology solutions based on AI.

The announcement is part of the launch of the country's first space dedicated to artificial intelligence, a digital ecosystem that brings together projects related to smart cities, health, art, education, and industry.

According to the executive, the creation of the consortium will allow Cuba to actively participate in international artificial intelligence forums and apply for global technological cooperation projects, as well as promote training and the development of its own solutions.

"We want to work on our own problems and in our contexts, so that artificial intelligence truly serves the Cuban economy and society," emphasized Torralba, who highlighted the importance of training AI models adapted to the language and realities of the country.

Among the mentioned projects is "Cecilia," a generative AI developed by the University of Havana that aims to better understand the natural language of Cuban Spanish.

On the first day of FIHAV, the leader Miguel Díaz-Canel Bermúdez stated that “organizing a fair under the current conditions is an expression of our resilience and of our concept of creative resistance.”

According to a post by the Presidency of Cuba on its Facebook profile, the leader stated that the regime's purpose is not only to resist the United States embargo but to do so “with creativity, with development, with alliances, with science and innovation.”
