The government of Havana approved a new Regulation for Decoration, Hygiene and Communal Services by which astronomical sums will be imposed for throwing garbage outside the containers, parking animals in the urban area and having leaks in the hardware of the houses.
The resolution 190 of 2023, dated September 4 and socialized this weekend, indicates that those who throw waste outside the deposits and at the established times will be punished with up to 3,000 pesos, or those who without being authorized change the location of the containers located in the public road.
Those who throw debris, wood, metals or other inappropriate objects into the containers will also receive fines between 3,500 and 4,000 pesos, such as waste from production, commerce, gastronomy and food services for which other collection systems are established. "after contracting the service with the Company."
The excessive fees also include punishments of up to 5,000 pesos for citizens who without authorization keep “shooting or riding animals” in the urban area.
Likewise, they will impose between 2,000 and 3,500 CUP for those who maintain water leaks in their home or in other premises under their responsibility.
In addition, "who causes spillage of cleaning product water outside of the established days and hours" will receive between 750 and 1,000 pesos in fines, the regulations stated.
Other sums will be imposed on Cubans who “prevent or hinder” an environment of cleanliness, hygiene and health, in a context of crisis where cleaning supplies are scarce in the country.
Resolution 190 of 2023, which supposedly takes into account "the current economic context of the country, the need to mobilize popular consciousness in order to take care of the health of the population and the beauty and hygiene of the capital," penalizes citizens in a context in which the majority of communal trucks are inoperative and containers are not enough.
Residents of Havana have protested online over the numerous garbage dumps that proliferate in the capital, which worsens the epidemiological situation and generates discomfort among its residents.
