Daniel Ortega authorizes the entry of Cuban soldiers into Nicaragua

The presidential decree represents the continuity of previous resolutions promoted by Ortega since 2021, and expanded in 2022 and 2023.

The mandataryDaniel Ortega authorized the entry into Nicaragua of troops, ships and aircraft of thearmed forces of Russia, Mexico, Cuba, Venezuela, the United States and several Central American countries, starting January 1, 2024, according to presidential decree 14/2023.

Between January 1 and June 30, 2024, Nicaragua will allow the entry of a number – established by categories – offoreign military personnel, for purposes of exchange and mutually beneficial humanitarian assistance in case of emergency situations, reported theOfficial Gazette La Gaceta.

“Transit or parking is authorized in the national territory ofmilitary personnel, ships and aircraft of the armed forces of the Russian Federation, United Mexican States, Venezuela, United States of America, Cuba and the Armed Forces and Armies of the Conference of the Central American Armed Forces (Guatemala, El Salvador, Honduras and the Dominican Republic),” the decree specified.

Ortega, who is an ally of the Cuban dictatorship, authorized the entry into Nicaraguan territory on a rotating basis50 troops of theRevolutionary Armed Forces (FAR) to “carry out exchanges and humanitarian work with members of the Nicaraguan Army.”

In parallel, entry to Cuba on a rotating basis is also allowed for50 elements of the Nicaraguan Army to meet the same conditions established in the exchange.

However, the deepest collaboration will be established with theRussian army. The president confirmed that the Russian troops that access the Central American country will participate in “training and exchange exercises in humanitarian aid operations, search, rescue and rescue missions in emergency situations or natural disasters” with the Humanitarian and Rescue Unit of the Army Nicaraguan.

The decree establishes that on a rotating basis 80 military personnel, ships and aircraft of theRussian Armed Forces They will be able to access national territory “to participate with members of the special operations command of the Nicaraguan Army in the exchange of experiences and training exercises in humanitarian aid operations.”

Likewise, the entry of another 50 military personnel, ships and aircraft of the Russian Armed Forces was approved “to participate with members of the Naval Force, Air Force and Signal Corps of the Nicaraguan Army in confrontation and fight againstdrug trafficking and transnational organized crime.

Ortega, who is a supporter of the Moscow regime, gave the green light to this decision, in which he also subscribes that soldiers from Mexico and Venezuela enter the national territory for various instructions with the Nicaraguan Army, among which are: exercises with humanitarian purposes, training, instruction and exchange of experiences, as well as exchanges and training in operations against illicit activities in maritime spaces in the Caribbean Sea and jurisdictional waters in the Pacific Ocean of Nicaragua.”

Regarding the collaboration with theUnited States Army This will be subject to prior planning and coordination with the Nicaraguan Army, “in order to dock at ports and land at national airports to carry out humanitarian aid operations and search, rescue and rescue missions in emergency situations or natural disasters.” , by air, sea and land.”

The entry of military personnel from Central American countries will, above all, have a character of exchange and activities through humanitarian work.

The National Assembly, in which the ruling party has a majority, must ratify in the coming days this presidential decree that extends the sameOrtega initiative issued since 2021, later expanded in 2022, and then for the second half of 2023.

In 2022, the Nicaraguan dictator allowed the entry of Russian military personnel and means to carry out joint operations with the national naval force “against illicit activities” in the maritime spaces of Nicaragua and in the Caribbean Sea.

Cuba and Nicaragua maintain a state of diplomatic relations that has evolved to the highest level.
