Government presents new digital platform for procedures in Cuba.

Still in the phase of institutionalization, the system will integrate existing and new IT solutions, facilitating the management of online procedures and government services.

The Ministry of Communications (MINCOM) of Cuba introduced a new digital platform, Cubagob, as part of its strategy to move towards a more efficient digital government.

Still in the process of institutionalization, the system will integrate existing and new IT solutions by allowing the creation of a digital identity and facilitating the management of procedures and governmental services online.

It can be thought that this was the technological initiative put forward by the ruler Miguel Díaz-Canel in May, which -according to him- will simplify and digitalize administrative procedures.

Among the main functionalities of Cubagob are the management of procedures related to civil registry, identity cards, social protection services, and job offers. Additionally, citizens will be able to make payments and digitally sign documents through the platform.

According to the official site Granma, since the end of 2022, the number of digitalized procedures has increased significantly, as out of the 328 existing, a total of 139 are computerized.

Procedures that require the payment of document taxes can also be managed digitally, with a total of 3.41 million transactions carried out in 2023 using the digital stamp through Transfermóvil.

Despite these advances, the MINCOM points out that there are still challenges to overcome, such as the need to improve the generation of relevant and engaging content on government portals.

Visits to these portals have increased, with a growth of 10% in the portals of the central state administration bodies (OACE) and 52.8% in provincial portals during the first five months of 2024 compared to the previous period.

Since January 2023, the use of the digital form from the D' Viajeros application for entry into the country has been mandatory, which has reduced transit time at airports. In addition, the digital platforms toDus, Picta, and apklis have been updated, improving their efficiency and recognition among Cuban users.

The development of digital government in Cuba has also been supported by the observatory created at the University of Havana, which evaluates the impact of advancements from a scientific perspective.

The Digital Agenda of the Cuban government sets key objectives, such as promoting the digital transformation of the government, ensuring citizen participation, and strengthening interoperability and the management of digital administrative processes.

It is also expected that public policies based on digital technologies will be implemented, the widespread use of digital signatures, and the creation of a unique file for citizens.
