"We are more than certain that it was in complicity with very close individuals from where I lived in Cuba. If by chance someone sees this or has any information, please call these numbers: +53 5 0298492 and +53 5 8712714," he said.

"We will give 500 dollars or more to anyone who provides us with information or tells us his whereabouts," he added.

Amid the wave of crimes shaking the country, particularly the increase in electric motorcycle thefts, the authorities in Las Tunas accuse the owners of being part of the problem for allegedly neglecting security measures.

According to an official from the Ministry of the Interior (MININT) in December, "for the most part, the incidents that occur are due to the negligence of the victims themselves, who sometimes leave the keys to their scooters in the ignition or place them in unsecured locations," reported TunasVisión.

This stance seems to shift some of the responsibility onto the victims of theft, who are already dealing with the trauma and financial loss, and suggests that the solution lies more in citizens' self-management than in increased preventive action by the state.
