Starting next Tuesday, April 1, the Cuban government will implement a new migration regulation requiring Cuban citizens to present a valid passport to enter the country.

This measure puts an end to the temporary exception that, since the start of the pandemic in 2020, allowed for return to the island with expired passports due to flight restrictions and the closure of consulates. ​

According to the Ministry of Foreign Affairs of Cuba (MINREX), the flexibilization was a temporary measure aimed at protecting citizens during the health emergency.

However, with the normalization of air traffic and the resumption of consular activities, it has been decided to reinstate the requirement for a valid passport to enter the country.

Additionally, in July 2023, immigration reforms were implemented that extended the validity of the Cuban passport to 10 years and eliminated the requirement for renewal every two years. However, these provisions only apply to passports issued from that date forward, so prior documents still require renewal.

It is important to highlight that, although some costs associated with the passport have been reduced, the Cuban document remains one of the most expensive in the world, which has generated criticism among the Cuban community abroad. ​
