The head of the U.S. diplomatic mission in Cuba Mike Hammer recently met in Miami with General Evan Pettus, head of the U.S. Southern Command (SOUTHCOM).

Hammer "took advantage of a recent visit to Miami" to meet with a high-ranking military officer, according to the Embassy, which did not provide details about the content of the meeting.

In a notable moment during the deep crisis the island is facing, the oil blockade, and the tensions between the regime and the Trump Administration, this is the second time Hammer has met with Pettus, following their first encounter in January.

Last week, Hammer stated that "there is already a collapse" on the island, describing the energy and social crisis affecting the Cubans.

In an interview with communicator Enrique Santos, the diplomat explained that the situation has surpassed the breaking point.

"There is already a collapse. There is hardly any electricity, especially in the provinces. Now Havana is experiencing what the rest of the country used to endure," said Hammer.

Hammer, who in recent months has traveled across Cuba to meet with activists, dissidents, and ordinary Cubans, is now under the regime's scrutiny, which has recently organized several acts of "repudiation" to simulate popular rejection of the diplomat.
