The acting president of Venezuela calls for the construction of a new state institutionality

Delcy Rodríguez, the interim president of Venezuela, called on Wednesday for the construction of a new institutional framework for the Venezuelan state from the Palacio de Miraflores, in a message addressed to the entire nation, accompanied by her brother Jorge Rodríguez, president of the legislative body, and Minister Diosdado Cabello.

In his speech, Rodríguez described this new State as digital, transparent, modern, efficient, and professional, and urged Venezuelan youth—both inside and outside the country—to join the transformation process, making a special appeal to migrants to return and participate in the national reconstruction, according to TeleSUR.

Among the specific announcements, he reported that he will establish a national dialogue commission with participation from the state, the private sector, and retirees, and urged the creation of the National Economic Council to promote a new tax model.

He also announced the creation of a fund to determine the strategic nature of state assets —excluding hydrocarbons— with participation from the private sector and the popular power, and signed the law for expedited procedures during his speech.

Rodríguez promised to allocate the Venezuelan resources blocked abroad to boost the productive sectors of hydrocarbons and mining, with the stated goal of rehabilitating basic infrastructure: electricity, water, roads, schools, and hospitals.

Regarding salaries, she announced an increase for May 1st, which she described as "responsible." Analysts estimate that the adjustment would be around 120 to 150 dollars as a comprehensive salary through bonuses, without altering the base salary frozen at 130 bolívar since March 2022, which is far below the basic food basket, which cost 645.60 dollars in February 2026 for a family of five, according to the Social Documentation and Analysis Center of the Venezuelan Federation of Teachers.

The speech was met with skepticism by analysts and international media, who described the measures as recycled. According to Meganálisis, 92% of those surveyed oppose Rodríguez leading the democratic transition process in a country still suffering from electricity rationing and a cumulative inflation of nearly 52% in the first quarter of 2026.

Rodríguez assumed the acting presidency on January 5, 2026, appointed by the Supreme Court of Justice under the term "forced absence" —a term that does not exist in the Venezuelan Constitution— following the capture of Nicolás Maduro by U.S. forces. More than three months after taking office, elections have not been called, as mandated by the Constitution.

In parallel with the speech, unions have called for protest rallies this Thursday in 23 states across the country, demanding increases in salaries and pensions, with a main mobilization in front of the Miraflores Palace in Caracas. "I ask for the mistakes of the past to be corrected and not repeated."
