Miguel Díaz-Canel announced on Friday, in an exclusive interview granted to RT, that the Cuban regime will implement a significant resizing of the state apparatus before mid-2026 to "reduce bureaucracy."
The measure will include reducing the number of ministries, eliminating intermediate structures, and decreasing the size of certain state-owned enterprises.
The interview took place during the V International Colloquium Patria of Digital Communication, which is being held in Havana until this Saturday.
"We are also considering a resizing of the entire state, administrative, and business apparatus, meaning reducing bureaucracy; this is not just about structures, because there can be a small structure that is bureaucratic. We need to work in both directions," he said.
Díaz-Canel added that the plan is aimed at building "flatter and more efficient, more dynamic structures that allow for a more dynamic governance."
According to the details provided, the characteristics of the state functions of the Central State Administration bodies are being studied to identify which ones can be integrated. The objective is "to reduce the number of ministries and the number of intermediate structures between the territories and the country."
He added that the process is at the "conception" stage, with a developed proposal currently under consultation with "experts."
"Reduction in the number of ministries and the scale of some state-owned enterprises that are very large, a reduction in the intermediate links between ministries and the central government with the provinces and municipalities, and on the other hand, the municipal autonomy that will provide a dynamic to this system of administrative and management relations," he emphasized.
This announcement represents the first significant restructuring of the state apparatus in years, although analysts warn that the reforms are insufficient without deep structural changes.
Among the measures already adopted is the Decree 127/2025, published in the Official Gazette on April 9.
