The Supreme People's Tribunal of Cuba published an infographic on its official page featuring Article 4 of the 2019 Constitution, which states that the defense of the socialist homeland is the greatest honor and the supreme duty of every Cuban, and warns that "treason against the homeland is the gravest of crimes," subject to "the harshest penalties."

The publication of the country's highest judicial body came a day after judges and staff of the Tribunal signed in support of the campaign "My Signature for the Homeland," an initiative launched by the Communist Party of Cuba on April 19 to endorse the Revolutionary Government's Declaration titled "Giron is today and always."

Moreover, just three days ago, the Trump administration issued a secret ultimatum to Cuba: release high-profile political prisoners within two weeks as a gesture of goodwill, or face the consequences from the U.S. administration.

The threatening text disseminated by the Tribunal also states that the socialist system endorsed by this Constitution is irrevocable and that citizens have the right to fight by all means, including armed struggle, when no other recourse is possible, against anyone who attempts to overthrow the political, social, and economic order established by this Constitution.

Analysts and critical sectors interpret the publication as a direct institutional warning to the citizens about the legal consequences of not aligning with the regime, at a time of severe economic crisis, chronic blackouts, and growing social discontent.

The dissemination of the constitutional precept is part of an unprecedented political mobilization campaign that the regime has orchestrated throughout April 2026, a year that the government itself declared as the "Year of Preparation for Defense".

Miguel Díaz-Canel was the first signer of the campaign on April 20, at the Ciénaga de Zapata Memorial Museum in Matanzas, where he declared: "We sign the unequivocal declaration that the Cuban Revolution will never negotiate its principles."

The regime has intensified weekly military exercises under the doctrine of "total people's war" and announced the May 1st parade under the slogan "The Homeland is defended," moving the central event from the Plaza de la Revolución to the Anti-Imperialist Tribune in front of the United States Embassy on the Malecón in Havana.

As justification for this warlike rhetoric, the regime has invoked the statements of President Donald Trump from March 28, when he asserted that "sometimes military force must be used and Cuba is next."

The Supreme People's Tribunal, far from acting as an independent judicial body, has operated as an arm of the Cuban state in the repression of dissent. According to data from the organization itself, 100% of those judged for electrical sabotage in 2025 and the first quarter of 2026 received sentences exceeding ten years in prison.

The goal of the signature campaign was to collect millions of endorsements before May 1, coinciding with the 65th anniversary of the victory at the Bay of Pigs, which critics describe as a tool for political control and pressure on the population, rather than a genuine expression of popular support.
