A group of national deputies from Unión por la Patria (UxP), led by Juan Marino, submitted an expansion of the request for impeachment against President Javier Milei, warning about the risk that the Executive Branch could materially involve the Argentine Armed Forces in a military aggression led by the United States against Cuba.
According to Noticias Argentinas, the initiative connects Milei's statements at the 29th Global Conference of the Milken Institute in Beverly Hills—where he expressed that the "model of freedom" should extend to Cuba and Venezuela, "the last vestiges of communism"—with President Donald Trump's threats to "take control" of Cuba and the potential deployment of the USS Abraham Lincoln aircraft carrier off the coast of Cuba.
According to the draft resolution, "there is a concrete and verifiable risk of Argentina's material collaboration with a possible aggression against the Republic of Cuba, due to Decree 264/2026, the presidential presence aboard the USS Nimitz, Argentina's operational integration with the Multinational General Staff under U.S. command as previously described, and the history of public offers of 'troops and resources' made by the President himself."
The DNU 264/2026, signed on April 17 without going through Congress, authorized the entry of U.S. troops and military equipment into Argentine territory for joint exercises, including the PASSEX exercise with the nuclear aircraft carrier USS Nimitz and the destroyer USS Gridley.
On April 30, Milei personally boarded the USS Nimitz off the coast of Necochea, while Argentine officials joined the Multinational Staff of the aircraft carrier under U.S. command.
In previous statements, Milei had commented on a potential intervention in Venezuela: "I wouldn’t call it an invasion; I would call it liberation (...) I agree that the United States should take action, and if they need my support, they will have it."
The project argues that "this risk makes it imperative to exercise legislative control through impeachment before irreversible and serious institutional facts become established."
Marino also warned in radio statements that “the political landscape in Argentina is largely not discussing” what Milei has been doing “in connection with Trump’s war, which is to publicly endorse it, involve us, and conduct military exercises with the United States without going through Congress.”
The regional context intensifies opposition concerns. Trump stated on May 1 during a private dinner in West Palm Beach that the U.S. would "take control" of Cuba "almost immediately" after concluding operations in Iran, and reiterated on May 5 that "it would be an honor to liberate Cuba".
At the same time, Operation Southern Spear—launched in September 2025—deployed $3 billion in military resources in the Caribbean, including surveillance drones that flew over Cuba.
Argentina also participated in the Shield of the Americas Summit in March 2026, where Secretary of State Marco Rubio stated that “Cuba is in its final moments”.
The project is signed by the deputies Pablo Todero, Lorena Pokoik, Sabrina Selva, Hilda Aguirre, Gabriela Pedrali, and Jorge Araujo Hernández.
The text of the initiative concludes with a fundamental constitutional argument: "Matters of war and peace do not fall within the personal discretion of the President; they are constitutionally regulated and subject to the control of the National Congress.”
