A report from the State Department published this Monday reveals that a coalition of U.S. organizations linked to the Cuban regime developed a detailed plan to stage coordinated protests across the country—in less than 24 hours—against military bases, Immigration and Customs Enforcement (ICE) facilities, and federal buildings in response to any military action by the U.S. against Cuba.
The document, titled "Cuba: The Capital of 21st Century Communism" and presented by Secretary of State Marco Rubio, spans 100 pages and details almost seven decades of espionage, ideological subversion, and the export of revolution by the Cuban regime against the United States.
The plan in question was distributed in June by the National Network on Cuba (NNOC), a coalition of over 60 American organizations that includes the Democratic Socialists of America (DSA), the National Lawyers Guild, CodePink, and the Communist Party USA.
According to the State Department report, the so-called "National Rapid Response Plan" establishes a precise timetable: if military action occurs before 3:00 PM Eastern Time, protests must begin at 6:00 PM on the same day; if it occurs after that time, the protests will take place the following day.
The three identified priority objectives are federal buildings, military bases, and recruitment offices, as well as ICE detention facilities and centers. As a fourth "optional" objective, sports stadiums during high-visibility events are mentioned.
The document is explicit about the strategic intention to link mobilization to the anti-ICE agenda: it instructs activists to target those facilities to "connect solidarity with Cuba to the anti-ICE/immigrant defense work happening across the country."
To identify specific objectives, the plan refers to a map created by the Black Alliance for Peace—a frequent collaborator of the NNOC—that catalogs the exact locations and sizes of 1,335 U.S. military commands, bases, and training centers in the Americas, as well as the so-called "Cop Cities" (police training centers).
The report frames this plan as the most recent manifestation of a decades-long Cuban strategy to cultivate networks of U.S. activists that can be mobilized against U.S. foreign policy.
The document indicates that the Cuban Institute of Friendship with the Peoples (ICAP) -already sanctioned in June under Executive Order 14404 for "supporting Cuban intelligence and counterintelligence activities"- operates as the central hub of this entire network, with approximately 90% of its staff connected to Cuban espionage services.
The ICAP is presided over by Fernando González Llort, one of those convicted in the Wasp Network, who was released in 2014 and received in Cuba as a hero. In July 2026, federal agents arrested and deported a Cuban citizen and his family after revoking his legal status due to his association with the ICAP.
The report also outlines the role of the People's Forum, based in Manhattan, which has served as the fiscal sponsor of the Venceremos Brigade since 2024 and was the architect of the national anti-ICE shutdown on January 30.
Also in January, the organization partnered with the New York chapter of the DSA to recruit up to 4,000 "rapid response" activists aimed at countering ICE operations in the city.
In presenting the report, Rubio stated: "For more than six decades, the Cuban regime has been the main sponsor of radical leftism and third-worldism in the United States. The American people deserve to know this."
The publication is framed within the Trump administration's maximum pressure policy towards Cuba.
Since January, when Trump declared a national emergency labeling the Cuban regime as an "unusual and extraordinary threat," the administration has imposed more than 240 new sanctions against officials and institutions of the regime, including ICAP itself.
The report concludes that "confusing Cuba's poverty with its harmlessness is to completely misunderstand the threat," warning that the regime's power "has always been ideological, subversive, and parasitic," and that today it serves as a connective tissue for a broader anti-American coalition where the interests of Moscow, Beijing, and Tehran converge with radical movements operating within the very borders of the United States.
