Susely Morfa González, the first secretary of the Communist Party of Cuba (PCC) in Villa Clara, celebrated on Facebook this Monday the opening of a charging facility in the Reparto Sandino of Santa Clara, praising the state Electric Company as the entity responsible for the initiative, when in fact it is a private small and medium-sized enterprise.
The newly opened establishment is called LEOS and is managed by Leandro Prada Santana, a private entrepreneur whose gas station was announced on July 19 as the third in Santa Clara, with a planned opening for July 24.
In his posts, Morfa wrote: "The Electric Company is an example of seeking alternatives and new services; its director Justo inspires by setting a compassionate example for the good of the people. Thank you, old man; we love and appreciate you very much."
The photographs of the event, taken at 11:16 a.m. on July 27, show a golden ribbon-cutting ceremony in front of the venue, which features 18 solar panels, Cuban flags, and the slogan "ENJOY TODAY, CHARGE YOUR TOMORROW."
The installation has 12 kW of power and 20 kW of battery backup, and provides free services such as cooking food, charging phones, and using fans for over 100 families experiencing blackouts of up to five consecutive days, operating from 7:00 a.m. to 7:00 p.m.
The attribution of merit to the state electricity company contrasts with the private origin of the project, following a pattern that repeats in Villa Clara: the provincial government presents the energy solutions driven by the non-state sector as its own management in light of the National Electric System's inability.
Villa Clara is experiencing a severe electricity generation crisis that in March 2026 left the province with only 23 MW available, far below local demand.
In this context, community solar plants have proliferated, primarily operated by small and medium-sized enterprises (mipymes). The first one in Santa Clara was inaugurated on April 4, 2026, in the Virginia popular council, operated by the mipyme Eléctrica Total, featuring 56 solar panels and a capacity of 30 kW.
Morfa had already promoted a free charging station in March 2026 in response to the energy crisis, adopting a visibility strategy on the ground that includes tours of facilities and frequent postings on social media.
On July 23, the government-affiliated Granma acknowledged the role of eight solineras established by non-state actors in Villa Clara, with plans to add three more, and declared the province notable in the competition for the anniversary of Moncada.
The inauguration of LEOS took place one day after that national holiday, in what the dossier describes as a context of institutional propaganda surrounding July 26, although the installation is of private origin and management.
In his second post, Morfa added, "The community appreciates every new service that benefits the community, excellent work," without mentioning at any point the private entrepreneur who built and finances the gas station.
