A 59-year-old Venezuelan woman was arrested this Monday in her apartment in Miami following an undercover operation by the Miami-Dade Sheriff's Office Medical Crimes Unit, accused of without a medical license, according to the local press.
Luisa Arteaga-Villalina, identified in arrest records as being born in Venezuela, was apprehended at her residence in the La Piazza Navona building, located in the Edgewater neighborhood in northeast Miami.
How did the investigation start?
The case originated from a complaint received by the Florida Department of Health, which indicated that Arteaga-Villalina was offering cosmetic procedures without any type of professional certification.
According to Telemundo 51, “the agents received an anonymous tip from the Florida Department of Health stating that the woman was practicing medicine without a license and was administering Botox and lip fillers from her home.”
After receiving the notification, the authorities confirmed that neither Arteaga-Villalina nor anyone else registered at that address held a license to practice medicine in the state of Florida.
The Covert Trap: Dating Through Social Media
With that confirmation in hand, the investigators launched an undercover operation.
A detective from the Medical Crimes Squad contacted the accused through her social media and arranged a meeting for Monday, August 3rd, at 2:00 p.m. in her apartment.
The arrest report -cited by WSVN- details that during the prior coordination, Arteaga-Villalina quoted the treatment between $350 and $600, clarifying that she would provide the final price once she evaluated the patient.
Ten minutes before the agreed time, two additional undercover detectives entered the apartment.
Once inside, the accused examined one of the agents and offered him 20 units of Botox for $300.
The arrest report captures the exact moment of the detention:
"Once Mrs. Luisa Villalina Arteaga was getting ready to begin the procedure, the signal for intervention was given and she was taken into custody."
No injection was administered.
The charges and the immigration situation
Arteaga-Villalina was transferred to the Turner Guilford Knight Correctional Center (TGK), where she arrived shortly after 6:00 p.m. on the same Monday.
Faces a charge for practicing a healthcare profession without a valid license, categorized as a third-degree felony in Florida under statute F.S. 456.065, which carries penalties of up to five years in prison.
According to Local 10, the bond was set at $5,000 by Miami-Dade Circuit Court Judge Maria Espinosa Dennis, who found probable cause during the hearing held this Tuesday.
In addition to the criminal process, arrest records reveal that Arteaga-Villalina has a detention order from the Immigration and Customs Enforcement (ICE), which could lead to a deportation process once the judicial proceedings conclude.
A pattern that repeats in South Florida
This case is not isolated. The Medical Crimes Unit of Miami-Dade has carried out multiple similar operations in recent years against individuals offering aesthetic procedures without a license.
In 2024, the Medical Crimes Squad also arrested a woman in Miami for injecting Botox without a license, in an operation almost identical to the one that ended with the arrest of Arteaga-Villalina.
Florida authorities have stressed that these procedures, when performed by unauthorized personnel, pose a serious health risk to those receiving them, regardless of the fee charged.
