The Trump administration has just appointed a 38-year-old Hispanic American as the new Deputy Secretary of State for Western Hemisphere Affairs.
Juan Pablo Segura, son of Argentine parents born in Alexandria, Virginia, is now the primary person responsible for Washington's policy toward Latin America, the Caribbean, and Canada.
He assumed office on August 14, following his confirmation by the Senate a week earlier.
On Monday, he posted a message in Spanish on his X account outlining his agenda: «Together with our exceptional team, we will advance President Trump's vision to keep our region safe from cartels and narco-terrorists, generate prosperity for Americans and our partners, and secure our borders. I'm ready to work!».
In another message on X, he praised the work of his predecessor, Michael Kozak, a career diplomat with over 50 years of service, who led the Office for more than 18 months and was a key figure in the maximum pressure policy towards Cuba and Venezuela.
"StateDept thanks you for your dedication and unwavering leadership in making our hemisphere a safer, stronger, and more prosperous place," he wrote.
Segura takes up the position with an atypical profile for foreign relations: he is a businessman and public executive, not a career diplomat.
He previously served as Secretary of Commerce for the state of Virginia under Republican Governor Glenn Youngkin, where he oversaw an economy of over $710 billion annually and managed the state's international trade portfolio.
"During her tenure, Virginia set records in attracting new capital investments, simplified over 35% of state regulations, and regained the coveted title of the number one state for doing business," detailed the Department of State on its website.
In 2023, Juan Pablo Segura ran as the Republican candidate for the Virginia State Senate District 31, with a campaign focused on strengthening families as the economic foundation: “We need to provide families with the resources necessary for their well-being,” he stated during the contest. After being defeated by the Democrat Russet Perry, Governor Glenn Youngkin appointed him to his administration in the area of Commerce and Economic Development.
Son of a billionaire
Juan Pablo is the son of Enrique Segura, an Argentine-American businessman and Doctor of Economics, whose fortune in 2023 placed him among the 12 most prominent millionaires in Washington.
Enrique Segura worked at the World Bank and the Inter-American Development Bank before transitioning to the private sector.
He founded the ENSE Group, a conglomerate with majority stakes in global companies in security, finance, and auditing across more than 120 countries. Another of his companies is Securiport, which provides intelligent systems for immigration control and airport security worldwide.

He studied at the University of Notre Dame, where he graduated with a degree in Accounting and East Asian Studies. He is a Certified Public Accountant (CPA).
His first work experience was in the private corporate world, where he focused on "entrepreneurship and transforming obsolete industries," according to the State Department.
In 2014, he founded the health technology company Babyscripts, which focuses on caring for pregnant women through digital platforms, recognized by CB Insights as one of the 150 most innovative health companies in the world.
He has received multiple recognitions, such as the Young Entrepreneur of the Year award, granted by the Hispanic Chamber of Commerce of the Metropolitan Washington Area; the nomination for the Ernst & Young Entrepreneur of the Year award; and the Young Entrepreneur of the Year award given by the Washington D.C. Chamber of Commerce.
Stance towards Cuba and Latin America
When referring to the dictatorships of Venezuela, Nicaragua, and Cuba, Segura has demanded "the unconditional release of all political prisoners, without exceptions, without house arrest, without new arrests. Freedom means putting an end to the cycle of repression of the regime."
In her confirmation hearing before the Senate Foreign Relations Committee, held in June, she stated that the Trump administration seeks to "reaffirm the Monroe Doctrine" to restore American preeminence in the hemisphere.
He also emphasized the need for American companies to compete in the region against Chinese influence, for which they must leverage their studies of East Asia and their successful experience in mastering technological platforms.
He prioritized border security, the fight against drug trafficking, and economic diplomacy, and committed to making democracy and human rights central pillars of his administration.
The appointment of Segura, without prior diplomatic experience in Latin America and the Caribbean but with Latino cultural and familial roots, comes at a time of maximum pressure from Washington on Havana. Secretary of State Marco Rubio, the main architect of Trump’s hemispheric policy, has reiterated that Cuba is a priority for the administration.
The Hispanic origin of Segura and his command of Spanish -as evidenced in his first official message in that language- are elements that the Trump administration has highlighted as part of its communication strategy with the region.
His management begins at a time marked by Maduro's capture, the crisis of the Cuban regime, and the growing pressure on Nicaragua.
