The Ministry of Domestic Trade (MINCIN) established maximum fees in Cuban pesos for the services offered by the Central Commercial Registry (RCC) this Friday, through , signed by Minister Betsy Díaz Velázquez on August 24.
The regulation is documented in the , on pages 46 and 47, and will come into effect seven calendar days after its publication.
The rates approved in the Sole Annex of the resolution cover six types of registration services.
The Entry Seat —which corresponds to the initial processing of the file— has a maximum cost of 200 CUP.
The Registration Seat, defined as "the initial act when one is going to carry out any commercial activity," is the most expensive procedure on the table, with a maximum fee of 1,300 CUP.
The Update of an existing registration, which is required due to changes in address, activity, or business line, is set at 600 CUP.
The Duplicate, which "only applies in cases of loss or damage to the original document," has a maximum price of 1,000 CUP.
The Temporary Documents —valid proof documents for a period not exceeding 30 days for promotional sales, fairs, or market studies— are set at 1,200 CUP.
Finally, the certifications of registry seats cost 700 CUP, although the resolution explicitly excludes from this charge the certifications requested by tax authorities or auditing bodies.
The rates apply to individuals and legal entities, both Cuban and foreign, as well as to branches and other entities authorized to trade in Cuban pesos.
The legal authorization for MINCIN to set these prices came from Resolution 194/2026 of the Ministry of Finance and Prices, issued on the same August 24 by Minister Vladimir Regueiro Ale, who empowered the head of Domestic Trade to approve the maximum rates in CUP of the RCC.
Resolution 25/2026 is part of a broader regulatory package contained in Gazette No. 69, which updates the regulatory framework of domestic trade in Cuba.
This package includes the , which repeals Decree-Law 155 of 1994 regarding the confiscation of goods for violations of the RCC, as well as the on the relaxation of wholesale trade and the , which establishes the Classification of Commercial Establishments.
In parallel, the Ministry of Finance and Prices published Resolution 195/2026 in the same Gazette, which establishes the equivalent tariffs in foreign currency for the same procedures of the Central Commercial Registry, with prices ranging from 70 dollars for the Entry Seat to 500 dollars for the Registration Seat.
