The State Council of Cuba adopted the , through which Ana Silvia Rodríguez Abascal is appointed as the Extraordinary and Plenipotentiary Ambassador of the Republic of Cuba to United Arab Emirates.
The agreement was issued on September 11 and published this Tuesday in the , on pages three and four.
The designation is based on Article 122, paragraph o) of the Cuban Constitution and was adopted at the proposal of the President of the Republic.
The document was signed by Juan Esteban Lazo Hernández, president of the National Assembly of People's Power, who endorsed the text in Havana.
Rodríguez Abascal replaces Norberto Carlos Escalona Carrillo, who had been accredited in Abu Dhabi in February 2023 and who, according to the agreement, "completed the mission."
The Minister of Foreign Affairs, Bruno Eduardo Rodríguez Parrilla, is responsible for implementing the provisions of the agreement, which must also be communicated to the Secretary of the Council of Ministers and to the State and Government Personnel Directorate.
The new ambassador has an extensive background in Cuban multilateral diplomacy: she served as the head of Cuba's Permanent Mission to the United Nations in New York— a position documented at least since 2019— and later directed the International Organizations Directorate at the Ministry of Foreign Affairs.
Diplomatic relations between Cuba and the United Arab Emirates were established in March 2002, and since then, the bilateral relationship has been on the rise, with agreements in the fields of investment, tourism, biotechnology, and renewable energy.
In April 2025, both parties publicly advocated for strengthening cooperation in economic and commercial areas such as agriculture and renewable energy.
The Ordinary Gazette No. 79 of 2026 includes a total of four agreements from the Council of State regarding changes in the Cuban diplomatic corps: the (Agreement 646-X), the accreditation of an ambassador in the Democratic Republic of the Congo and Cameroon (Agreement 647-X), the appointment in the United Arab Emirates (Agreement 649-X), and the (Agreement 650-X).
All agreements were adopted under the same constitutional article and at the proposal of the President of the Republic.
