The Cuban regime has established new consular fees for requesting and obtaining Civil Registry documents from abroad, with prices that can exceed 100 dollars or euros for each certification, not including potential additional legalization costs.
The new amounts are outlined in the Resolution No. 37/2026 of the Ministry of Foreign Affairs (MINREX), signed by Foreign Minister Bruno Rodríguez Parrilla, and will take effect on October 1st.
According to the new tariff, the application for any document from the Civil Registry will have an initial cost of 30 USD or euros.
This amount should be supplemented with the price corresponding to the issuance of the document. Birth, marriage, common-law union, death, criminal record, divorce, last will acts, heir declaration, and single status certifications will each cost 110 USD or euros.
This means that a Cuban applying for one of those certifications from abroad could spend 140 USD or euros between the application and the acquisition of the document, before any additional legalization.
The certification of legal capacity will also cost 110 USD or euros, while a literal certification will amount to 160 USD or euros. For other documents from the Civil Registry, the established fee is 80 USD or euros.
The cost may increase when the document requires additional legalizations. The fee is set at 70 USD or euros for the legalization process at a foreign embassy accredited in Havana and 50 USD or euros when the procedure pertains to the Ministry of Justice.
In this way, certain procedures that require applications, obtaining documents, and subsequent legalizations can significantly increase the final cost of the process for Cubans residing outside the island.
The MINREX justified the update of its rates due to "the complex current international macroeconomic landscape, characterized by sustained global inflation affecting all sectors of the economy."
The prices of the Civil Registry are part of a general review of the Cuban consular fees that will take effect on October 1, which also includes passports, academic documents, citizenship processes, and other services conducted from abroad.
Resolution No. 37/2026 repeals the fee established in October 2025 and will come into effect at Cuban consular offices starting next month.
