The Cuban government will implement a new Consular Fee Schedule starting on October 1, 2026, which modifies the fees for numerous services provided by consulates and diplomatic offices of the island abroad.
The update was established through the Resolution 37/2026 of the Ministry of Foreign Affairs (MINREX), signed on September 14 by the Foreign Minister Bruno Rodríguez Parrilla. The regulation nullifies Resolution 116, dated October 15, 2025.
MINREX justified the measure by the need to adapt the charges to the new processing procedures. In a subsequent informational note, the authorities also mentioned the context of international inflation and assured that the adjustment will improve the quality, security, and efficiency of consular services.
How much will the main procedures cost?
One of the services of greatest interest to Cubans living abroad is the passport. From October, applying for it for the first time, renewing it, or replacing it due to loss will cost 200 dollars or euros for those over 16 years old, with a validity of ten years. For those under 16 years old, whose document is valid for five years, the cost will be 160 dollars or euros.
In the legal service fees effective from the end of 2025, the cost of obtaining a passport for Cuban citizens residing abroad was set at 234 dollars. From now on, it will be slightly more affordable.
The costs associated with obtaining documents are also changing. The new civil registry certifications —including birth, marriage, death, criminal record, divorce, and single status— cost 110 dollars or euros when issued, plus an additional 30 dollars or euros for the application.
For the academic documents, the new fee sets 290 dollars or euros for certification of completed studies, programs, and thematic plans, while the graduation certificate and the non-disabled degree cost 240. The application adds another 30 dollars or euros.
Legalizations and other services
The new resolution sets the legalization through the recognition of authorized signatures on documents issued in Cuba for use abroad at 80 dollars or euros. The legalization of documents at embassies in Havana is set at 70, and the one carried out at the Ministry of Justice is set at 50 dollars or euros.
In the countries of the euro zone, fees will be charged in euros; in other countries, U.S. dollars or their equivalent in the official currency of the country where the consular office is located will be used.
The resolution also states that services provided outside of regular hours, including non-working days, will be subject to a surcharge equivalent to twice the consular fee, although it includes exceptions for mobile consulates.
The new tariff covers a wide range of services, from immigration procedures and Consular Registry to certifications, educational documents, notarial acts, marriages, divorces, translations, and legalizations.
It also sets prices for less common services, such as the renunciation of Cuban citizenship, which has a process fee of 500 dollars or euros for the application and another 500 for its approval.
The regulations maintain several exemptions from the payment of consular fees. Among them are certain services for officials of Cuban state missions and their accompanying family members, citizens traveling abroad on official missions, and Cubans receiving medical treatment authorized by the Ministry of Public Health.
The norm includes exemptions for certain visas and for services covered by existing agreements between Cuba and other countries.
Another relevant aspect is that consular offices will not be able to increase or decrease the established fees on their own. The resolution holds the heads of diplomatic missions accountable for the correct application of the fee schedule and stipulates that any proposed modifications must be submitted to the General Directorate of Consular Affairs and Cubans Residing Abroad for approval.
Additional expenses related to the sending or receiving of documents by mail or other means will continue to be borne by the users.
