
The Ministry of Transport of Cuba (Mitrans) announced this Thursday the extension of the registration deadline for Assembled Vehicles by Parts and Pieces (VAP) until November 7, an additional month compared to the original deadline set for early October.
According to Mitrans, the extension is due to the difficulties arising from the situation the country is facing and the requests from owners who have not yet completed the process.
The registration is carried out exclusively through the digital platform vap.transnet.cu, enabled by the ministry for this process. Once the deadline has passed, the portal will only be available to check the status of applications and will not accept new requests.
The procedure is regulated by the , signed last June and published in the Extraordinary Official Gazette No. 83 on August 4, 2026, which came into effect three days after its publication.
The rule originally established a deadline of 60 calendar days to complete digital registration, which was due around October 5.
The process is exclusively aimed at individuals who own mopeds, motorcycles, tricycles, quadricycles, sidecars, trailers, or semi-trailers assembled with parts and pieces that have not been included in previous homologation processes.
To register, the owner must provide their permanent identity number, birth record volume and page, residential address, contact phone numbers, place of purchase of the engine and chassis, vehicle class and model, color, engine and chassis numbers, type of fuel, and a side photograph of the vehicle.
Each owner or legal representative may register only one vehicle under this procedure. The process can be carried out by a legal representative when the owner is outside of Cuba or is facing health issues.
After the census closes, the Mitrans will have 15 calendar days to plan the technical reviews, which will extend for up to 180 days. During this stage, a Homologation Commission will assess each vehicle through a Technical Motor Review and will determine its suitability.
Vehicles deemed suitable will receive a technical report that will enable the owner to register it in the Vehicle Registry within the next 90 calendar days. Those deemed unsuitable may undergo a new inspection within a maximum period of 15 days.
This is the second VAP homologation process in Cuba. The first one, carried out in 2024 under the , concluded with 107,670 registered vehicles, the majority being motorcycles, in a census that ended on August 22 of that year.
VAPs are a widespread reality in Cuba, where chronic shortages of commercial vehicles and spare parts have led thousands of citizens to assemble their own means of transportation using parts from various sources.
In March 2022, the Cuban government estimated that over 100,000 of these vehicles were circulating in the country, and since August 2021, it had legally authorized their circulation, contingent upon compliance with the homologation process.
