The activist and commissioner of the CIDH Rosa María Payá met this Tuesday in Madrid with the Chilean president José Antonio Kast and the president of the Chilean Senate, Paulina Núñez. She announced the presentation of a support plan for the democratic transition for Cuba in the Spanish capital.
"Thanks to José Antonio Kast and Paulina Núñez for their solidarity with the Cuban people during our meeting in Madrid. Today I will present a plan to support the democratic transition for Cuba. Cuba is closer to freedom than many imagine," Payá wrote on his social media.
The plan will be presented at the event "Cuba on the Threshold," at 5:30 PM in Madrid, one day before the start of the XXX Ibero-American Summit, which will bring together representatives from the 22 countries of the Ibero-American Community on November 4 and 5.
The plan is derived from the Agreement for Liberation, signed in Miami on March 2, 2026, by Pasos de Cambio and the Assembly of the Cuban Resistance (ARC), with the support of more than 30 Cuban opposition and civic organizations.
The roadmap includes four phases: Liberation, Stabilization, Reconstruction, and Democratization.
The first phase demands the end of the current political system and the release of more than 1,000 political prisoners. The last phase anticipates free, multiparty elections with international supervision. The proposed transitional structure includes a Parliament of 51 members, an Executive with a president and two vice presidents, and nine technical commissions.
Kast arrived in Madrid on Monday along with First Lady María Pía Adriasola, Chancellor Francisco Pérez Mackenna, and Núñez, as part of his first European tour as president.
The Chilean president has a documented history of solidarity with the Cuban opposition. In a presidential debate in 2021, he displayed a Cuban flag as a sign of support and proposed to close the Chilean embassy in Havana as a measure of pressure on the regime.
