A Cuban is expelled from Peru during a migration control.

Ernesto Cobas Canelles, 36 years old, was intercepted along with 20 other foreigners from Colombia and Venezuela in the city of Chiclayo, the capital of Lambayeque, in the northwest of the country.


The Cuban Ernesto Cobas Canelles, 36 years old, has been intercepted by the State Security Police in the Peruvian city of Chiclayo, the capital of Lambayeque, in the northwest of the country, during a raid in which another 20 irregular immigrants from Venezuela and Colombia were caught. All will be expelled from Peru, according to Chiclayo Ahora.

It occurred on August 28, and the detainees have been identified and moved to the El Alamor border control post, in the province of Sullana, in the Piura region, also in Peru.

The 21 immigrants fell into what the Peruvian Police call "Special Exceptional Administrative Sanctioning Procedure (PASEE)," which involves establishing the migratory status of foreigners for their subsequent expulsion from the country.

Last year, Cuban migrants in Peru had the opportunity to regularize their situation in that South American country until November 10, when the deadline to apply for the Temporary Resident Permit ended. At that time, around 150,000 foreigners had begun the process to establish themselves in that South American country.

That Temporary Residence Permit regularized the immigration status of foreigners who entered Peru illegally before May 2023. Migrants who took advantage of that regularization can work or start businesses formally, access financial services, apply for a driver's license, or validate their professional degrees in Peru.

A total of 1,931 Cubans initiated the process to apply for the Temporary Stay Permit (PTP) in Peru to regularize their immigration status in that Andean country, becoming the third nationality with the most applications submitted.

In December 2022, the governments of Cuba and Peru held the I Round of Migratory Conversations of that year, in the context of the massive exodus that the Island is experiencing. Although Peru is not usually part of the migratory route to the United States, many Cubans settle in that country and from there operate human smuggling networks that sometimes involve them.

In October 2022, the National Police of Peru dismantled a human trafficking network that trafficked immigrants from Cuba and other countries such as Haiti, the Dominican Republic, Venezuela, India, Egypt, Pakistan, Cameroon, Ethiopia, and Kenya.
