Cuban government speaks out after new report of mistreatment at Villa Clara psychiatric hospital

The complaint comes just days after a video surfaced showing a worker from the same medical center repeatedly hitting a patient who appears to be in crisis.

The health authorities of the province of Villa Clara issued a statement denying a report of alleged mistreatment against a patient at the Provincial Psychiatric Hospital, following a social media post that sparked controversy and reactions both inside and outside the country.

The information, shared on Facebook by user Henry Omar Pérez, presents a report from the Provincial Health Directorate that investigated the case and concluded that Yunior Rubio has not been a victim of mistreatment.

Authorities confirmed that the patient was discharged over a year ago, but remains in the institution by family decision, as his mother claims she cannot take care of him at home, despite him not displaying aggressive behavior during his hospital stay.

The response came after the complaint filed by Norma Pérez Vázquez, the mother of Yunior Rubio Pérez, a 41-year-old patient who is HIV positive and allegedly was physically assaulted by a hospital employee. The information was brought to light by a sister of the patient residing in Spain, whom the government identified as holding a "counter-revolutionary stance."

Regarding the alleged episode of violence, the government stated that the only incident recorded took place over five months ago, during a brawl among patients that was promptly handled by hospital staff. At that time, the family was informed, and signed reports were created documenting the mother's agreement with the institutional response.

Investigation results revealed regarding the beating of another patient at the psychiatric hospital in Villa Clara

The complaint arises just days after a video was released showing a worker from the same hospital repeatedly hitting a patient in apparent distress.

Regarding this case, the Villa Clara Health Department reported last Tuesday the results of the investigation conducted following the dissemination on social media on April 10 of a video showing a worker from the Provincial Psychiatric Hospital "Dr. Luis San Juan Pérez" repeatedly hitting a patient.

In a note published on Facebook this Monday, Juan José Pulido López, director of Health in Villa Clara, confirmed that the "unfortunate aggression" occurred approximately 35 days ago.

The source indicated that the case was investigated by an interdisciplinary commission that identified a worker responsible, referred to by the initials H. B. C., who had been hired on July 1, 2024, as an emergency services assistant.

When interviewed, he acknowledged his participation in this reprehensible act, which goes against the ethical and humanitarian values that underpin our healthcare system.

The note adds that, following the investigation, the employee was permanently removed from the workplace and the case has been referred to the judicial authorities for potential criminal prosecution.

"We express our sincere solidarity with the victim and their family, deeply regretting the suffering caused," the statement specified.

The Health Department also condemned the behavior of the person who recorded the video.

"We firmly condemn the inhumane attitude of the person who recorded the video, who not only witnessed the aggression without attempting to stop it but also chose to share it on social media instead of reporting it immediately, demonstrating a disturbing lack of compassion and responsibility," the post added.

"We reaffirm our unwavering commitment to the dignity of patients and will work tirelessly to prevent such painful incidents from recurring, ensuring medical care infused with respect, compassion, and humanity," the official statement concluded.
