The diplomat Abelardo Moreno Fernández, former Deputy Minister of Foreign Affairs of Cuba, passed away this Saturday, according to reports from various officials and diplomats from the Ministry of Foreign Affairs on the Island.
With over five decades of service to the Ministry of Foreign Affairs (MINREX), Moreno served as deputy minister for nearly twenty years, participating in hundreds of international negotiations and leading key diplomatic processes for the Cuban state.
The Director General of Bilateral Affairs at MINREX, Carlos M. Pereira, wrote on X:
"We have lost a master of generations… One of the greats among the greats, to whom we will be eternally grateful for his teachings and experiences. Our deepest condolences to his family and friends."
On her part, the Deputy Minister of Foreign Affairs, Josefina Vidal, expressed:
"Master of generations of diplomats, he leaves us with a great legacy of his teachings and experiences, many of which are reflected in his seminal work on the art and science of International Negotiation and in his monumental history of the Non-Aligned Movement."
The Center for International Policy Research (CIPI) defined him as a “Cuban diplomat and negotiator,” highlighting his role in the United Nations, the Non-Aligned Movement (NAM), and the Community of Latin American and Caribbean States (CELAC) since its founding.
In addition to his role as ambassador to the UN and director of Multilateral Affairs at MINREX, in recent years he remained active as an advisor to the Minister of Foreign Affairs.
In 2015, Moreno Fernández led a meeting between the governments of Cuba and the United States regarding mutual compensation. That same year, he headed a delegation that attended Brussels for the start of negotiation rounds between the European Union and Cuba, aimed at normalizing relations that have been marked since 1996 by the so-called "common position."
He was also the author of texts such as The International Negotiation: Art and Science of the Negotiation Process (2021), and a work on the history of the Non-Aligned Movement.
