A young man lost his life on Tuesday afternoon after being violently struck by a vehicle in front of Shenandoah Park, at the intersection of 21st Avenue and 19th Street in southwest Miami.
The incident, which occurred around 7:00 PM, was captured by a security camera. The video shows how the victim's body was thrown through the air, spun twice, and fell violently to the pavement.
The driver of the vehicle, a Volkswagen Passat, also collided with a parked car, which ended up hitting an ice cream truck with a woman inside.
Both the driver and the woman were taken to Jackson Memorial Hospital. The pedestrian was pronounced dead at the scene.
This Wednesday, the police confirmed the arrest of Andrés Fiallo Estupiñán, 36 years old, as the alleged responsible for the fatal hit-and-run.
According to the arrest report obtained by Telemundo 51, Fiallo Estupiñán was driving at high speed in a southbound direction on Southwest 21st Avenue when he "struck the pedestrian/victim from behind… causing him to be thrown into the air while mutilating both legs."
The victim, who was running along the west side of the road, died instantly.
His identity has not been revealed so far, although witnesses reported that he was a young boy.
The report also details that, before crashing into the ice cream truck, "the driver made no visible attempt to brake and avoid the collision."
Witnesses informed authorities that, after the impact, Fiallo Estupiñán "immediately got out of the driver's seat and began to flee the scene of the accident without providing assistance to the pedestrian/victim and did not appear to contact emergency services."
It was the bystanders themselves who restrained him until the police arrived. He was later identified using an expired driver's license.
Fiallo Estupiñán faces charges for leaving the scene of an accident that resulted in a death and serious bodily injuries. The investigation remains ongoing.
Neighbors warn that it was a tragedy foretold
The tragedy has sparked outrage among the residents of the neighborhood, who claim that the area is dangerous because many drivers speed and there are no adequate safety measures in place.
Denise Gálvez asserts that she has been requesting the installation of roundabouts near the park and the school for years, but her requests have been ignored: "They always tell us no, but they do put them in other blocks where it suits them," she expressed to Telemundo 51.
Rafael Barrios, an employee at the nearby school, was more direct: "Just today, I saw a red Corvette zooming by. We can't wait for another tragedy to take action."
As the community demands answers, the case once again brings to the forefront the need to enhance road safety in school zones and playgrounds in Miami.
