The recent increase in rates announced by the Telecommunications Company of Cuba S.A. (ETECSA) has sparked a wave of indignation among Cubans, who consider the measure unjust in the midst of a severe economic crisis.
In response to this citizen discontent, the organization Cubalex launched a legal resource so that the public can file formal complaints with the state-owned company, aiming to demand the cancellation of the price hike.
Through its social media, Cubalex shared an informational thread explaining, step by step, how to file a formal complaint with ETECSA using the mechanisms established by the company itself.
The resource includes a downloadable document that can be filled out with the affected user's personal information, as well as a question-and-answer guide aimed at individuals without legal knowledge.
"What to do in response to the increase in ETECSA rates? Cubalex provides citizens with a legal resource to legitimately demand the cancellation of this measure," the organization published on its X account, where it shared the complaint model and detailed instructions.
The document can be submitted through ETECSA's official complaints and claims form, which is available online. Cubalex accompanied its proposal with legal recommendations to ensure that the complaints are valid and cannot be dismissed due to formal errors.
He also reminded that this action falls within the recognized civic rights, and that peacefully protesting is a legitimate way to confront unjust government decisions.
Since ETECSA announced the increase in rates at the end of May, multiple voices on social media, independent media, and academic spaces have harshly criticized the measure.
University students, particularly those living in dorms, have voiced their opposition to the rising costs of internet access and telephone services, which are essential for academic life and family communication.
In various provinces, complaints have also come from users who were already affected by the poor quality of service, frequent connection outages, and lack of transparency in billing.
The measure has been described as "a mockery" and "a provocation" by several internet users, who believe that ETECSA operates as a monopoly without accountability.
With the initiative of Cubalex, a concrete tool is now available to channel that widespread discontent. The non-governmental organization, with extensive experience in defending human rights in Cuba, emphasized the importance of multiplying complaints to exert institutional pressure.
"As citizens, we have the right —and also the responsibility— to demand accountability when an unjust decision affects us directly," stated Cubalex.
The document and the guide can be downloaded from their official website, and they have already begun circulating among users both on and off the island, who have expressed gratitude for the opportunity to have a peaceful and legitimate way to make their voices heard.
Meanwhile, neither the state company nor the leaders of the Cuban regime have made any new statements regarding the massive backlash generated by their decision.
There have also been no announcements regarding the review or reversal of the new rates. However, the citizens are beginning to organize legally to demand answers.
