Authorities reported that on August 26, Phillip J. Smith, 49, initiated contact through the dating app Grindr with a profile he believed belonged to a teenager, but which was actually managed by an undercover detective.
The conversations extended to text messages and phone calls, in which Smith clearly described what he intended to do to the boy.
At one point, he agreed to travel the approximately 190 kilometers that separate the two cities to arrange the meeting.
"The conversations were extremely explicit; there is no possibility of interpreting them in any other way than for sexual activity," revealed to Telemundo 51 the Deputy Chief of the Boynton Beach Police Department, John Bonafair.
Last Saturday, around 4:00 PM, Smith booked a hotel room across from what he thought was the child's residence and showed up at the location.
The agents intercepted Smith in the hotel parking lot. After being pointed at with a gun, he raised his hands, knelt down, and allowed himself to be arrested without resisting.
Once in custody, he confessed to investigators that he had traveled specifically to meet with a minor.
Extensive criminal record
Judicial records indicate that Smith is a registered sex offender with a history of reoffending in the state system. He was convicted of raping a seven-year-old girl and of multiple sexual assaults against another five-year-old, in addition to charges of grand theft.
He served 21 years in prison for these offenses and was released in 2023 under probation, a condition he violated by becoming involved in this new case.
Smith is currently facing new charges for traveling to meet a minor, transmitting harmful material to minors, misuse of a communication device, and soliciting a minor to engage in sexual conduct.
He remains detained in the Palm Beach County jail without the right to bail.

The deputy chief of the Police Department described the arrested individual as "a sick person who was actively seeking a minor."
