Cuba apprehends a leader of the international fentanyl trafficking sought by the DEA

The Cuban government has detained the Chinese citizen Zhi Dong Zhang, known as Brother Wang, one of the most sought-after fentanyl traffickers by the United States Drug Enforcement Administration (DEA).

His arrest on the island, following an international escape that involved Mexico and Russia, marks an unusual episode in the security policy of the Cuban regime, which has historically denied the existence of drug trafficking operations within its territory.

According to the Spanish newspaper El País, Zhi Dong was recaptured on July 11, 2025, after escaping from Mexico City, where he was facing an extradition process to the United States.

The drug trafficker arrived in Cuba with a false passport, after being rejected in Russia, and is currently under interrogation by Cuban authorities, who are coordinating with the Mexican government for his handover.

According to official sources cited by El País, Mexico expects that, once the investigation in Havana is concluded, the detainee will be extradited directly to US territory.

A high-profile coup amid political tensions

The arrest of Brother Wang places Cuba in an unexpected position within the international map of drug cooperation. Although the island has signed agreements with the United Nations Office on Drugs and Crime (UNODC) and maintains sporadic contacts with the DEA, cases of international drug lords captured on Cuban territory are exceptional.

The incident occurs in a context where the Havana government insists that drug trafficking is not present in the country and that the seizures are solely the result of "transit operations" in Caribbean waters.

However, the capture of a figure as significant as Zhi Dong, accused of trafficking thousands of kilos of fentanyl and cocaine, reignites the debate about the opacity of criminal activities in the region and the potential use of Cuban territory as a temporary refuge for fugitives.

The DEA and fentanyl: a hemispheric priority

According to research by El País, Zhi Dong is considered a high-priority target for the United States, accused of leading a criminal network since 2016 with connections in America, Europe, and Asia, which worked for the Sinaloa and Jalisco Nueva Generación cartels.

The DEA holds him responsible for coordinating the shipment of over 2,000 kilograms of fentanyl and 1,000 kilograms of cocaine into U.S. territory, as well as laundering at least 20 million dollars through a network of more than 150 shell companies.

His escape from Mexico, after being granted house arrest, sparked a political storm that even reached President Claudia Sheinbaum, who criticized the judicial corruption that enabled his flight.
