The National Defense Civil Staff reported this Thursday that the provinces of Holguín, Las Tunas, and Guantánamo have officially entered the recovery phase, after hydrological and meteorological conditions allowed for the beginning of rehabilitation work following Hurricane Melissa's passage.
According to the Informative Note No. 6, issued at 11:30 AM, the three eastern provinces no longer present a complex hydrological situation and are ready to begin the tasks associated with the recovery stage.
The measure came into effect starting at 1 PM this Thursday, October 30.
Authorities specified that the recovery phase includes debris clearance, restoration of basic services, and assessment of material damage, in coordination with local government structures and community workgroups.
The Civil Defense urged citizens to remain vigilant for possible river flooding or residual effects, and to follow the guidelines from local authorities during this new phase.
The institution recognized the efforts of the leadership bodies, the media, and the population in implementing preventive measures and responses during the passage of the meteorological phenomenon.
In the statement, the Civil Defense highlighted the discipline and solidarity of the Cuban people, which helped reduce damage and preserve human lives during a high-intensity event.
Of the six provinces that had been declared in Cyclonic Alarm Phase last Monday, three —Las Tunas, Holguín, and Guantánamo— have been in Recovery Phase since Thursday, while Camagüey returned to normal on Wednesday, as no significant damage was reported from Hurricane Melissa.
For their part, the territories of Granma and Santiago de Cuba remain in the Cyclonic Alarm Phase.
This Thursday, the rise of the Cauto River left dozens of people stranded in the area of Los Haticos, in the municipality of Cauto Cristo, where local authorities conducted a rescue operation to ensure the safety of those affected.
