The Municipal Assembly of People's Power (AMPP) of Guantánamo published an official report on the inspection operation of private businesses conducted between March 28 and April 4, 2026, and the public response was a wave of criticism that highlights the central contradiction of the regime's economic policy: the State penalizes the private sector for selling at high prices while it itself does not offer basic products in Cuban pesos.
According to the official report, 132 inspectors carried out 380 actions concerning the same number of private economic actors in Guantánamo during that week.
86% of those inspected, meaning 327 businesses, had violations, and 326 fines were imposed totaling 1,929,045 Cuban pesos, of which 773,000 pesos correspond to Decree 30.
The main infractions detected included 61 cases of price fixing, 55 cases of failure to deposit cash in a bank account, and 44 cases of not using a payment gateway. Additionally, six forced sales of products such as bananas, beans, spaghetti, and chicken intended for health and education units were executed, along with two seizures and a temporary closure of three days.
The gaps between the detected selling prices and the official agreed prices are revealing: chicken was sold for between 600 and 650 pesos compared to the agreed 310; one liter of oil, for between 1,500 and 1,600 pesos compared to 950; cassava, for 80 pesos compared to 35; 500 grams of detergent, for between 600 and 700 pesos compared to 300; and guava, for 150 pesos compared to just 23.
"A question, and I hope someone is genuinely able to respond with honesty and with their two brain cells working. What does the state sell? Why doesn't the state sell? Why is it impossible for the state to put these 4 bananas up for sale? Why is the only thing the state sells in stores priced in USD?" a user wrote.
Another internet user asked: "Does this also apply to the stores in USD?" while some arrived at new conclusions, mentioning that "it's all a joke. In the end, the inspectors arrive at the establishments and it looks like they are carrying things like ants; those are made-up numbers."
