The Immigration and Customs Enforcement (ICE) arrested Cuban citizen Juan Garcia-Lopez in Miami, Florida. His profile was published by the Department of Homeland Security (DHS) in its official "Worst of the Worst" section, which highlights foreign immigrants with the most serious criminal histories who have been arrested in the United States.
Garcia-Lopez's criminal record is one of the most extensive documented in that federal campaign.
Among the charges listed on his record are possession of a firearm, resisting authority, possession of cocaine and marijuana, burglary, vehicle theft, fraud, escape, and aggravated assault against a public official.
The most serious charges are two intentional homicides: one classified as intentional homicide of a family member with a firearm, and the other as intentional homicide with a weapon, in addition to aggravated assault with a firearm.
The campaign "Worst of the Worst" is an initiative of the DHS under the administration of President Donald Trump, led by Secretary Markwayne Mullin.
According to DHS itself, the goal is to "fulfill President Trump's promise to carry out mass deportations starting with the worst criminals."
The DHS indicates that approximately 70% of the arrests made by ICE involve immigrants who have been accused or convicted of crimes in the United States.
Miami and South Florida have been the epicenter of these operations against Cubans with serious criminal backgrounds. In April, ICE took another Cuban into custody in Miami, putting an end to years of impunity.
In March, ICE arrested two Cubans with criminal records in similar operations in the state, while in February, five Cubans with criminal records were arrested by ICE in various locations throughout Florida.
In December 2025, ICE arrested in Florida a Cuban with a history of serious crimes, Pablo Iván Gómez Torres, who has convictions for homicide, robbery, kidnapping, and fraud, also listed in the same federal campaign.
Federal authorities have indicated that sanctuary jurisdiction policies allowed several of these individuals to continue committing crimes for years before being apprehended by ICE, with deportation orders that have been pending for years or even decades that were never executed.
The case of Garcia-Lopez, with two counts of intentional homicide in his background, places him among the most dangerous profiles highlighted by the DHS in this campaign, which has resulted in the arrest of Cubans with serious criminal records in multiple states across the country.
