The president of the "super ministry" that will oversee more than 2,000 state-owned companies has been appointed

Roberto Ricardo Marrero, until now president of the Maritime Port Transport Business Group (GEMAR), has been promoted to the presidency of the National Institute of State Business Assets (INAEES), the new entity of the Cuban regime that centralizes control over more than 2,000 state-owned enterprises in the country, according to an official GEMAR publication from Friday, June 5.

The handover was formalized in a solemn event held yesterday at the organization's headquarters, with the presence of the Minister of Transportation, Eduardo Rodríguez Dávila, and Miguel Mario Cabrera Castellanos, head of the State and Government Personnel Directorate, along with executives from the Ministry of Transportation (MITRANS) and representatives from entities affiliated with GEMAR.

In Marrero's place, Luis Alberto González Nieto remained, who served as the deputy director of the organization and was promoted to general director of GEMAR.

Minister Rodríguez Dávila "highlighted the qualities of both colleagues, their dedication and the results of their work, and reaffirmed the main lines of action of GEMAR and its entities in fulfilling the Government's Economic and Social Program for this year 2026," according to the official statement.

On behalf of the workers, a recognition was given to the two promoted officials.

What is INAEES?

The INAEES was announced in December 2025 by the Deputy Prime Minister Óscar Pérez-Oliva Fraga before the National Assembly, related to the draft Law on the Socialist State Enterprise, which has been in circulation since 2023 and has yet to receive formal approval.

Cubalex describes it as a mechanism of recentralization that concentrates the powers of the state owner under the Council of Ministers, effectively functioning as a "super ministry" of the Cuban state business system.

The appointment of Marrero to head the INAEES is framed within the Economic and Social Program of the Government 2026, approved in April of this year, whose General Objective 4 states, "to transform, modernize, and develop the Cuban business system by strengthening the role of the socialist state enterprise, with an emphasis on the integration of all economic actors."

This program is structured around 10 general objectives, 111 specific objectives, 505 actions, and 309 indicators and goals, and is implemented in a context of severe fuel shortages and economic crisis.

In April of this year, Miguel Díaz-Canel announced a "restructuring of the entire state, administrative, and business apparatus" with the aim of reducing bureaucracy before mid-2026, which the regime presents as a modernization, but analysts interpret as a greater concentration of economic power in the hands of the State.

The had already ordered the "initiation of the improvement of the OSDE, by modifying its conception and functions," anticipating the institutional reconfiguration that is now taking shape with the INAEES.

GEMAR, as the Superior Organization of Business Management attached to MITRANS, manages maritime and port transport in the country, including ferries, tugboats, port terminals, and the Chinese floating dock in the Bay of Havana, with a lifting capacity of 22,000 tons and operational since October 2023.

The draft law for the Socialist State Enterprise, which would provide a definitive legal framework for INAEES, has been in circulation for over two years without being formally approved by the National Assembly.
