The U.S. will send over $15.8 million to Cleo AI users: who will receive payments via PayPal

More than 2.1 million Cleo AI customers will receive refunds in the United States as part of a program by the Federal Trade Commission (FTC) that will distribute over $15.8 million through PayPal. Payments will begin on October 27, 2026, but notifications to beneficiaries started being sent out on the 8th.

The federal agency announced on October 8 that it plans to make 2,124,796 payments to consumers affected by the practices of an app that offered quick cash advances. The FTC also published the official reimbursement instructions in Spanish.

Who can claim refunds from Cleo AI?

The money is intended for clients who paid Cleo AI for immediate cash advances that meet the program's requirements. Therefore, having downloaded the app, used any of its services, or had a subscription does not, by itself, guarantee that a person will receive money.

The distribution of money through PayPal will begin on October 27. Those receiving the payment must accept it within 30 days following the distribution. It is advisable to check notifications and consult the PayPal account directly to avoid missing this deadline.

An email mentioning a refund does not itself prove its authenticity: scammers can spoof sender names or create pages that mimic legitimate services. The safest option is to manually visit the FTC page dedicated to Cleo AI and access PayPal from its official site or app, without using suspicious links.

How much money will each user receive?

The FTC has not specified a fixed amount per beneficiary in the announcement of this round of refunds. The more than 15.8 million dollars corresponds to the total that will be distributed, not to an individual payment.

It would also be incorrect to divide the fund among the more than two million recipients and present the result as a guaranteed compensation: the amount allocated to each person must be verified in their official notification.

What did Cleo AI do and why does it need to refund money?

The application offered cash advances promoted as immediate or available on the same day. In a lawsuit announced in March 2025, the FTC accused Cleo AI of misleading consumers about the amounts they could obtain and the speed at which they would receive the money.

According to the agency, the advertisement referred to advances of hundreds of dollars, although very few clients received amounts close to what was promised. It also stated that users had to pay additional fees to expedite the transfers, and that even after paying those charges, the money could take longer than advertised to arrive.

The federal investigation also raised concerns about the difficulties in canceling subscriptions: some consumers reported monthly charges despite having requested cancellation.

Cleo AI agreed to pay 17 million dollars to resolve the FTC allegations. The program, of over 15.8 million announced now, pertains to the distribution of refunds to consumers affected by those practices. The acceptance of the agreement should not be confused with a ruling that establishes each individual allegation as proven.

The FTC emphasizes that it never requires payment of a fee, sending money, or providing bank account information to obtain these refunds. One should be wary of anyone promising to expedite payment, guaranteeing eligibility in exchange for money, or requesting passwords and security codes.
